The hoopla and fanfare of the old days a remnant of the 19th Century style conventions is gone, perhaps forever. Bunting and balloons, the carnival atmosphere that so typified the political conclaves every four years are missing from the hotels where candidates used to be mobbed by their fans. The 1968 politics of confronta tion also seems to have run its course. And the long haired youths are frequently delegates these days.

Instead of tateng to the street Yippie leader Abbie Hofiman is reporting for Popular Mechanics" and Jerry Kubin is writing for "Mad Magazine." The hostility that marked trie last Democratic convention in Chicago wdth defiant young protesters chased by club- wielding policemen in Grant away Park seems very far indeed. There's a friendliness in the air. But no burning enthusiasm for candidates, except perhaps; for George McGovern who has a devoted following and a savvy organization at the classy Doral Hotel. Candidates, winners and los ers, used to be welcomed at the airport with noisy bands, i snake dances, cheer leading! pretty girls in red, white and blue. Those pretty girls are now running around buttonholing the candidates to promote women's lib causes, from abortion to an equal representation the cabinet.

They won't take no for an answer. The blacks and the Chicanos also are caucusing to unify their political clout. And the kids, who four years ago went to the brink for Sen. Eugene McCarthy, are playing a different role this time. They are the delegates, devoted to their own causes.

They have become the establishment at this convention. Many of the party regulars, whose attendance at conven tions goes back to the FDR days, are feeling out of it. "Fischer does not like the lighting, the board and the pieces, the location of the television cameras and some other minor details," said Fred Cramer, vice president of the U.S. Ctiess Federation. Cramer said tne minor details" included the thickness of the window drapes used in the hall. Fischer prefers heavier drapes, he said.

"These things are troublesome but not critical," Cramer said. 'The organizers are already doing something about it." Fischer, 29, of N.Y., slipped unnoticed into the hall early Monday and spent 80 milnutes inspecting details arranged for the match that is scheduled to go as many as 24 games. There is a purse of $250,000 in addition to the world chess championship at stake. Cramer said Fischer was "go. go, go" for the first game, scheduled to begin at 5 p.m.
