Known as the "residential Carnegie because of the musicians and artists who have lived in the 77-year-old Renaissance style building, the property is now being purchased by a residents' group known as the Osborne Tenants Corp. Mr. Wolfe, lecturer and writer, has made his home in the Osborne apartment building for years.

A year ago, the 12-story building was sold by the heirs of the original owner to the Linland Corp. and it was rumored that it was to be torn down. The building was started in 1883 and its construction featured heavy masonry walls up to four feet thick, which permitted rehearsals and practice by the musicians in residence without disturbing neighbors. The foyer of the building has been described as being "so ugly, it's beautiful." Its Italianate architecture style is apparent in the classic pillars, archs, corbels and balusters. Among the tenants of Osborne apartments are the well known Leonard Bernstein, Van Cliburn, Blanche Thebom, Shirley Booth, Paul Hartman, Dane Clark, Ethel Barrymore Colt, Mrs.

The 600-room Deauville Hotel, one of Miami Beach's newest and fanciest, reported the water came in one foot over its swimming pool, destroying a steel-reinforced concrete wall. The tide poured into the hotel's lower lobby. Police reported that the sea water flooded the half basement floors of several large Miami Beach hotels.

Many of the hotels maintain merchandise and service shops in these so-called basements. The Broward County area be. tween Hallandale and Deerfield Beach appeared to be hardest hit. Police at Fort Lauderdale estimated the city had lost a five foot width of its beach to the surging waters. At that point, however, the hotels and motels are set back across the highway from the beach.

At Deerfield Beach, authorities have been fighting for more than a week to save an oceanfront road (21st Ave.) from erosion, including an all night vigil Tuesday during a period of high winds. The road disappeared entirely with the tide today. On Key Biscayne, south of Miami Beach, the Key Biscayne Hotel reported its nine-hole par-three golf course was under water.
