In the case of radio and television call letters, the answer could be a geographical identification, a marketing concept, an expression of vanity or nothing at all. Among radio stations, there are KSUN in Phoenix, Ariz; WSNO in Barre, WIND in Chicago; KFOG in San Francisco and KCLD in St. Cloud, Minn.

There's WTAN in Clearwater, KSRF in Santa Monica, WSKI in Montpelier, WFUN in Miami; KBET in Reno, and WIIN in Atlantic City, N.J. Another group of stations seems to be dispensing warm feelings: WLOV, WHUG, KISS, WJOY, KIND and WINK. Until recently, the process of selecting call letters was good, clean fun. The Federal Communications Commission (FCC), which supervised the assignments, had only a couple of rules: New call signs could not duplicate existing ones. Nor could they use initials of U.S.

presidents, such as WFDR or WLBJ, or letters referring to federal agencies, such as WFBI or WCIA. The regulations also required that call signs be in "good taste." Though the rules did not elaborate on the meaning of "good taste," the policy was widely understood to prohibit use of call letters that spelled out sexual terms, common obscenities or certain parts of the anatomy. The taboo extended to ab breviations and phonetic spellings that were judged to be too close to the original. As a result, the airwaves have remained as wholesome as Disneyland. That innocent state of affairs is now changing.

Last year, the FCC authorized a station in Arlington Heights, 111., to identify itself as WSEX-AM, a designation that might have run afoul of the good-taste rule a few years ago. Since then, the FCC has decided to withdraw almost entirely from the business of regulating call signs. In a little-noticed ruling in December, the agency scrapped most of the rules and said it would no longer settle disputes over call signs. Slice the new regulations went into effect in January, the principal beneficiary has been the Gannett publisher of USA Today. Gannett had been trying for several years to change the call sign of its Denver television station, KBTV, to KUSA.

The switch was approved routinely last month under the new rules. Applications filed with the FCC under the new rules show no national rush toward suggestive or pornographic call signs. A couple of questionable requests have been submitted, however. A station in Idaho is seeking a call sign that is a homonym for a portion of the female anatomy and a station in Arkansas is proposing a childhood scatological reference. WLBJ and WFBI are still up for grabs, however.

'Fen Hope buried in omnipresen soil on view again at the Public Theater, under the direction of Les Waters, who staged the original than it yields. There is only one escape, and that is, to quote a chilling bit of humor, feet first. Miss Churchill's play is quite relentlessly gloomy. It does point out a few other means of escape Valium and religion but escape is not victory and that there is not the slightest hint of that in this play. It is a portrait of defeat.

Pamela Reed is a standout as a wounded child, a betrayed woman, and a sister of Christ. I was once again impressed with Robin Bartlett, and Concetta Tomei scores with several strong characterizations. Ellen Parker portrays the one character still struggling against the inevitable and there is a painfully quiet panic to her performance. "Fen" is hardly the happiest show around, but its writing and performance are. tremendously evocative and often deeply moving.

Her last three plays, "Cloud Nine," "Top Girls," and now "Fen," have been successes in London and New York City. In each case the style and form of the play has been completely different. "Fen" was first seen here in the original British production, which Actors Equity rules would not allow to continue.

I missed seeing that production, but it has been recast with American actors and is version. "Fen" takes place in the east of England among the potato farmers working one of the richest' farming areas of England. The physical production provides the play's central metaphor. The potato fields are at the very center of the lives of the people who work the earth. This earth is, literally, forever under foot.

Annie Smart's setting provides no flooring other than the dirt. It matters not if we are in a pub, one of numerous homes, or the fields, themselves. The dirt is there, inescapable. Neither the peasants nor the landlords are really free of the earth. It demands all their attention.

They bury their loves, their hopes, their dignity, their individuality, their money and their freedom in it.
