BRIEFLY Mills Resources, which shares ownership with Zephyr Rock and Lime recently purchased 426 acres adjacent to the mining company's 321-acre site in Crystal Springs for $876,275 from the Alan and Service, quality attract customers By DIANNE STALLINGS Times Staff Writer "The chains (failed), and the independents went in, rehabilitated the stores and made a go of it," he said. "Usually in those cases, the structure of a large corporation has become too cumbersome to meet local needs. The more regionalized, the more successful they can become. "Just like the successful mom and pop stores, they have to get to know their customers, their needs, wants and pleasures. While the big stores have the advantages of group purchasing and large inventories, the little business can tailor its merchandise to its customers." The small markets appear to fare best in areas where the people have the time and money to shop, he said.

With a large retiree population, Hernando County fits that description. And their demand for meat means that each week, Gene Owens goes through 10 to 12 hanging cattle carcasses, an average of 1,000 pounds of pork, 1,500 pounds of chicken and 700 pounds of sparerib3. SPRING HILL In a time when big business is swallowing family operations right and left, Gene Owens is doing just fine. In the last five years since he opened Gene's Meat and Deli on Northcliffe Boulevard in Spring Hill, his annual sales have nearly doubled. "It's been fantastic," Owens said, with a trace of an Irish lilt.

"The main thing is quality. We stand behind everything. And we cater to everybody the same way whether they are big spenders or small." At Carlton's Suprex Market on Broad Street in Brooksville, Paul Carlton has weathered the assaults of super chains like Winn Dixie and Publix with hardly a scratch. After 40 years, he knows most of his customers as well as he does his own family. Dr.

"They like the personal approach, and our meat is really good. Some come here from Floral City to buy." His market also sells groceries, but meat sales constitute a substantial portion of the business, Carlton said.

Attitude, personal service and quality set the small market apart, according to John Morse, senior editor of Supermarket News, an industry publication based in New York. Because of the pressure from competition, even large chains such as Safeway are learning lessons from neighborhood meat markets and grocery stores, Morse said. Some of the food giants are using computers to allow them to OFFICES THROUGHOUT FLORIDA: Bayonet Point: 12300 U.S. Highway 19 Norlh. 868-9518.

"The mom and pop stores do it best, but the chains are learning," he said. "Supermarket used to mean self-service, but there has been a 180 degree turnaround toward service." According to statistics from the Food Market Institute in Washington based on information from the May 1986 edition of the Progressive Grocer Magazine, independent grocery stores making less than $2-million in sales a year accounted for nearly 51 percent of the 154,000 markets in the country last year.

But those same stores produced only 21.2 percent of the total sales of $292-billion. But with only 800-square-feet of store space as with Gene Owen's operation, a small meat market doesn't need to sell as much to make a profit. "About 20 percent of the supermarket units that is the major chains in the country sell one-half of the food," Morse said. Yet in some places like Baltimore, Ohio, the mom and pop grocery has staged a comeback.
