6b THURSDAY, SEPTEMBER 20. 1984 ST. PETERSBURG TIMES One burglary, and police chief is out 3 indicted in Dixie in connection with crash of drug plane By LUCY MORGAN St, Plnburg Tim Sutt Wnur 9 a.m. today. They are charged in a multiple-count indictment returned late Wednesday by a federal grand jury in Tallahassee.

If convicted each man would face a maximum 20-year prison term and fines totaling $60,000 apiece. The plane's wreckage was found March 2, 1983 by U.S. Customs officers who were responding to an emergency signal that had been picked up by a circling satellite. Inside the plane Dixie County sheriffs deputies found the body of Larry Michael Overstreet, 32, a resident of nearby Rocky Creek in rural Dixie County. The pilot was missing from the wreckage but FDLE agents traced him to a Gainesville hospital and identified him as Tucker.

Investigators say the plane apparently attempted to land during a storm and crashed into nearby trees. The wreckage was discovered several days later by the father of the dead man. The crash occurred near State Road 361, a highway that extends into the remote marshy coastline between Steinhatchee and Horseshoe Beach. The road has become notorious as a landing site for drug smugglers who often put down by moonlight or signal flares. police force, said his reasons for quitting were personal.

Philip B. Hofman, retired chairman of Johnson Johnson and a village commission member, conceded, "Obviously we've had some problems. We had a robbery." But then he said, "We don't talk. We don't want publicity." The village has hired former Broward County Manager Graham Watt to find a replacement for Speakman and to handle his duties in the interim. THE BURGLARY occurred Sept.

The only breach of security in the two years Jack 0. Speakman was the chief and city manager apparently was one too many for the outraged residents. Maria Floyd, wife of professional golfer Raymond Floyd, began circulating a petition urging the dismissal of Speakman, and he quickly resigned.

"SINCE THE security has been breached, something had to be done," said Donald'Andrews, a onetime major stockholder in U.S. Steel Corp. who signed the petition. But no one else, including Speakman, would discuss the resignation. "I don't think it would be appropriate for me to discuss my resignation," he said.
