National Cremation Society, Clearwater. Jordan Park tenant and Housing Authority commissioner, recalled that Highsmith brought Group Cable representatives to a meeting with tenants four years ago. "They quoted us a price, and they had a special going. Everyone was thrilled to death," she said.

But then, "for some unknown reason, we were not allowed to have cable," she said. "All around Gordan Park), people had cable. But they would not serve us. Now why, I don't know." In his letter to city officials, White asked the city to enforce the anti-discrimination clause in its cable contract. "Apart from the substantial legal reasons why such discriminatory practices cannot be tolerated, for many public housing tenants television is a primary means of entertainment," he wrote.

The letter arrived at the mayor's office Monday. Ulrich was out of town and not immediately available for comment. then removed them all, knocking down a couple of poles in the process, he said. Dea said the Housing Authority granted the cable franchise "verbal authorization" to use its poles in 1976, and the cables were taken down in 1986 because a lawyer representing the authority ordered them off its property. Now, cable service cannot be provided to public housing units unless "we can gain authorization to use those poles," Dea said.

Linda Allan, a Housing Authority attorney, confirmed that Paragon Cable was told to take the cables out of Jordan Park. But "the only reason those wires were requested to be taken out was because those people refused to provide service over a course of years, despite repeated requests from the Housing Authority." Tenants in St. Petersburg public housing projects have been lobbying for cable service for at least four years. Antoinette Cuffie, a Dea said Paragon and Group have offered to serve public housing tenants at various times, but former Housing Authority officials said they weren't interested. Jack Highsmith, White's predecessor, once told cable company representatives that "the last thing he needs is to show a luxury" in a public housing project, Dea said.

If the Housing Authority wants cable service available for tenants, "we would be more than happy to serve the property," he said. St. Petersburg has about 1,200 public housing units in six projects. In Jordan Park, the largest project, television cables were installed 1 1 years ago and removed last December. White said the cables were discovered in October 1986 two years after he started asking about cable service by an electrical engineer doing some work for the Housing Authority.
