SUMMARY OF POLITICS. The first week of peace has as wa expected, produced a considerable rise in the funds, to which, however, the stagnation of commerce, and the consequent inactivity of capital, have largely contributed. The same cau-es have materially favored the bargain lor the loan of 2 which has been concluded on terms full as advantageous lo the public as could have been expected. The new taxes (except those on exports and imports) are such as we approve of, because we have heard none more unexceptionable pointed out. That they a.e heavy weallnv "but, who ever heard ot lVgAMax? The growling of the multitude, about the rise in the price of porter and ol grains, will certainly be despised by the min ister though we hope he will, at ihe same ime, have llie justice to acknowledge, iha same multitude were the o.dy admirers of his peace.

If the clamours of the people, on account of taxes, be a prodf of their sufferings we have never yet had the good foitune to near of a people free from sufferings. The people of America are most assuredly not verburthened yet have they, in the short space of eiijht years, twice risen in a mstore-ist die collection of taxes, imposed by a government, consisting entirely of persons elected by themselves. These insurrections were indeed, partial in their extent but it will be readily conceived, that the which gitve rise to them, were not confined to a corner of the country. This fact is a pretty satisfactory comment on the factious whining ol thoe, who would fain persuade us, thai all our misfortunes arise from taxation. Peace, which has caused ucli a sudden rise in the English funds, has produced a conside- rablc depression in thoiC of Fryice and UarUtf tJsoull trjfk vor lJ inls caf lh mpirit lSfl isvs) roiinlisff.

The ronlcnl of ihi loiter do, indeed, fully juiify the universal in-dignanlion and digul they have excited yo ha I the letter contained an acknowledgment if the polnical or m.litary degradation of Eng land, we are confident it would, by people in general, have pa-ed unrcproved. I In i our ucepuule point, and it i not less wonderful than unfortunate, that Bonaparte, in all the jostling and hustling, all the cuffing and kicking he has given us, never happened to find it out. On the venial sins ol the definitive treaty we did not intend to trouble our readers with any comment but the short and puny paper, which will be round in soi, seems to call for a word of The ministerial print wet very early in informing the public, that the definitive treaiy nau securea an indemnification for thelosse of the Hou.e of Orange, the merit of which they ascribed solely to the British negociators. VV lien, in deed, we came to see ihe treaty iielf, ihe important point ol who was to be at the charge of this indemnification, wa found to be entire ly omitted neve tlieless, a the lasses were c'lea ly stated to have arisen fom the seizure of private properly and from the change in the constitution of Hvllond, there could be no doubt but the indemnification wa to come from lhat country. But behold, Mr. R.

J. Schim-melpenninck now tells us, that his country i not lo refund one single stiver on ihi account. That France will not give a sou toward i', is certain. 1 he word pay has long been a fx-n -lied from her vocabulary. Who, then, is to discharge this indemnification Have we ob tained permission to do it ourselves or are we to assist in extorting it from some defenceless bishoprick of Germany i Tnat empite ha been taken by Buonaparte as a re.

A Duich paper, the llaerlain Courant, of 'he 1st inst. contains certain remarks on llie definitive treaty, which ae so important in and contain such strong evidence of having been inserted in that paper by authority, hat we are unwilling lo lose a moment in laying a transla ion of them before our readers. The b. avery of the former i much eclebtated, the behavior of the lat er is geneially stigma ixed. Bui le. examine into fact, thai we may see whe.her the unfortunate cupril has been justly or unjustl) arraigned. Mr.
