Why township roads improved or better maintained? A Because there isn't any money in mast townships to finance the projects. The question was raised by a group of about 50 eastern Delta County residents and answered by Karas and Wesley Hanson, chairman of the road oommission. With the question were several petions asking improvements on several east Delta roads and one signed by 67 residents of Nahma Township demanding removal of Karras from his position as admini- trative head of the road commission. Reqoire 50-50 Funds Frank Stupak, chairman of the board of supervisors, said that the petition asking removal was prepored before explanations on township road problems offered at the meeting. He said, however, it would be turned over to the Road Commission.

In regard to local road im- provements and maintenance, Karas explained that state law requires that townships match road commission funds on a 50- 50 basis. Elections Fail Stupak pointed out, however, that the county board has been reluctant to put millage questions before the people because of repeated defeats in the past. Board members said that the last county millage proposal a request to finance a bridge replacement program in rural areas was approved by the majority of voters in the City of Escanaba but defeated in the county, largely because of the votes from residents of the areas the bridges would have assisted. Road proposals also have been beaten.

Supervisors pointed out that the problems involved in financing local road improvements are not unique to Garden and Nahma Townships. Almost ail townships in the county except Wells have problems. Wells Township, Karas explained, has been able to finance extensive work on its road system because its population is large enough for sales tax rebates to pay for construction. The petitions presented asked that the county take over about seven miles of U.S. Forest Service Road 2224 snd institute snow removal; improve 27 miles of County Rd.
