Pilots can go elsewhere when the crosswinds are too strong to land on the north-south runwsy, and they don't have far to fly. Other airports in the area include the St Petersburg-Clearwater Airport, the Clearwater Executive Airport, Tampa International Airport and MacDill Air Force Base.

Whether or not the east-west runway is shut down, there should be restrictions on its use. Planes taking off to the west or heading east to land often have to fly over USF or downtown St Petersburg, posing noise and safety hazards. Many "reliever" or public airports in the country have no second runway. Relievers are smaller airports that keep the large ones from getting congested. Albert Whitted is a reliever for Tampa International Airport The FAA generally opposes efforts to close or eliminate land at reliever airports and, in fact hopes to expand the reliever system by 55 airports within the next 10 years.

There are 183 reliever airports in the country. Despite the agency's position, though, FAA spokesmen acknowledge that many reliever airports are not as big as they would like and that as many as 70 percent, by some estimates, have only one runway. An example of a public airport (it is not a reliever) with only one runway is the one that serves Boca Raton. In the 1950s, there were four runways at the airport, according to manager Alan L. Brunsterom.

But after a major controversy in the 1950s, three were eliminated to give Florida Atlantic University room to grow. Brunsterom says: "There are a lot of single-runway airports. If the wind exceeds the limits, you go to an alternate airport It's not a question of safety. It's a question more of convenience." executive vice president of Florida Federal, and others who argue that the east-west runway can be closed see things differently. They don't care if Albert Whitted never be comes fancy airport because there are so many other air porta nearby, They also think it's important to downtown St Petersburg to allow other development on some airport land.

They say: Despite the crosswind problem, pilots already use the north-south runway at Albert Whitted with some frequency, although not as often as they use the east-west path. Some pilots polled for this story said they prefer the north-south runway to the east-west path under certain conditions because they take off over water rather than over USF. Pilots continued to take off or land at Albert Whitted despite the recent restrictions curtailing use of the east west runway. Also, no matter which winds prevail, pilots are supposed to use the north-south runway at night It's the only one at Albert Whitted with lights. A study done by the consulting group Post, Buckley, Schuh Jernigan Inc.

in 1982 found that crosswind conditions would permit use of the north-south runway 85.7 percent of the time. Eliminating the east-west runway, according to the study, would reduce runway capacity only from 174,000 to 154,000 takeoffs and landings a year. That means one runway would be enough to serve pilot needs if growth is in line with the 1990 forecast of 154,000 to 160,000 takeoffs and landings a year. Hill, an owlish-looking woman with wispy, white hair, said the felt unnerved but helpless about the crime.

Leaning over in a worn wicker chair, she said quietly, "Some people here have said, 'I'm going to Why move? The same thing can happen wherever you go." To some, Mrs, McLaughlin had been a mystery ever since she took up residence at Ten Eyck. Although she had lived there for about one year, no one could recall the name of the woman who quietly got about on a brown wooden cane. "WE DIDN'T VISIT back and forth. We'd do our business out here on the porch," said neighbor Ms. Hill.

She saw Mrs. McLaughlin for the last time on Friday evening, when the woman had positioned herself in her usual place, a hard, white metal chair in a corner of the veranda. Ms. Hill had made polite conversation, then said good night. Mrs.

McLaughlin had no close family, according to her niece Ann McLean. Mrs. McLaughlin had moved from Worcester, Mass. with her husband about 25 years ago to retire in St Petersburg, Mrs. McLean said in a telephone interview from East Hartford, Conn.

After her husband her second died of a stroke in December 1981, she moved into the Ten Eyck Hotel in April 1982. "She thought St. Petersburg was a good spot to settle," said Mrs. McLean. "She liked the place she lived." At the Ten Eyck Hotel, owner Bill Alton said he wants his tenants to try to forget what happened early Saturday in the comfortable three-story building.

"We've got a lot of folks at the hotel who we don't want to be upset," said Bill Alton. "We're very interested in maintaining the peace that we have had and that we want to have." Tampa, FL 33602 Phone (813) 223-7576 Clearwater Beach man, 47, dies while scuba diving in Gulf A 47-year-old Clearwater Beach man died Sunday afternoon while scuba diving with three friends in the Gulf of Mexico. William Hatmacher of 140 Brightwater Drive was diving for sport fish with the friends when they surfaced about 1 p.m. The friends realized Hatmacher was missing and turned around to find him floating face down in the water. Clearwater paramedics said Hatmacher may have suffered cardiac arrest during the dive. Police listed the incident as a possible drowning, and the Coast Guard referred to the incident as a drowning.

The four were diving about 1 5 miles out in the Gulf off Anclote Key. Hatmacher, an avid diver, was resident manager with his wife Eileen of the Coral Shell Motel. He was a father of two, a son and a daughter. Swimmer injured when hit by boat A 33-year-old St. Petersburg man who was swimming in the Johns Pass beach area was critically injured Sunday afternoon when he was run over by a boat, police said.

Bryan MacDonald of 1025 25th Ave. was listed in critical condition at Palms of Pasadena Hospital late Sunday night after he was hit by the boat in fairly shallow water near 1 26th Avenue police said. The boat operator, James Schultz, 38, of 6925 Dunnette was charged with reckless operation, a misdemeanor, according to police. Schultz was towing a water skier when his boat ran over the swimmer at about 5 p.m. Motorist stabbed after fight A 35-year-old Seminole man was stabbed Sunday evening after he got into a fight with a motorist who had stopped behind his car, Gulfport police said.

According to police reports, Mark Stamper of 9 1 22 94th St. Seminole had stopped at about 5:30 p.m. at a stop sign at 54th Street and 30 Avenue in Gulfport when a motorist screeched to halt behind him. The motorist, whom Stamper did not know, apparently acted as if he would hit Stamper's car, police said. When Stamper got out of his car, a fight followed.

Stamper was struck unconscious then was stabbed in the abdomen, police said. Stamper drove himself home and was driven by his mother to a hospital, where he was treated and released. Police said they had no suspects as of late Sunday. Compare Greene's and Lake's positions with the one taken by the St. Petersburg Area Chamber of Commerce: THIS GROUP has called for eliminating the east-west runway to free up land for development, but it is much more adamant than either Greene or Lake about protecting the airport and even enhancing it.

The chamber also favors private office space on part of the airport property. That puts the group at odds with City Manager Alan Harvey, who also favors preserving the airport and eliminating the east-west runway (or shortening it on the west end) but says airport land should be reserved for public rather than private use. To a compromise that entails closing or adjusting the east-west runway, airport opponents say yes with varying degrees of enthusiasm. Some see closing the runway as an end in itself, while others hope it will be the beginning of the end of the airport. Whether Albert Whitted opponents will be able to agree on what should happen with airport property once it has been released for development remains to be seen.
