Project director Russ Hannah presented detailed sketches of the $2-million revitalization effort and a model of the harbormaster's building. The 20-year-old marina has several rickety slips and is in need of repair. Last year the City Commission awarded Hannah and EDAW Inc. a $250,000 contract to design a new harbor.

EDAW a consulting firm, is based in Alexandria, Va. LATER THIS month, Hannah will present commissioners with final construction documents. At that time, the board will hammer out the exact scope of marina improvements, nail down the financing schedule and decide on a construction date. "This is the best time" to finance a new marina, Interim City Manager Parwez Alam said Tuesday. He said a Florida municipality recently received an 11 Vj -percent interest rate on municipal revenue bonds.

Dunedin will finance its marina construction with revenue bonds. The Swash-buc-lers dance to the music of the Tampa Bay Buccaneer Band during a pep rally in Clearwater Mall Monday night. The group includes Carrie Beth Molnar, who was Miss Clearwater in 1 980. Hundred of Buccaneer fans attended the rally, an annual event sponsored by the Clearwater Bucs Bunch. RadioTV personality Jack Harris, the master of ceremonies for the rally, called the local booster club "an elite group of fun seekers." He also "revealed" that, instead of merely shaking hands before this weekend's NFL games, the players plan to "nibble earlobes." Other special guests included injured Bucs player Randy Crowder, who said his leg cast will come off next week; Clearwater City Commissioner Rita Garvey, an ardent Bucs fan, and Jim Rowe from the Bucs' front office.

THE CITY manager explained that if choose to go ahead with a 76-slip expansion to the west, $500,000 will be added to the construction cost. The city will have to pay $428,000 more for the park improvements, which include walkways, playgrounds and picnic areas. Parking areas are included in the initial cost figures. To expand the marina westward toward Clearwater Harbor, the city must secure permission from the State Department of Environmental Regulation and other authorities. Contractors then will start work on the three-story harbormaster's building, to be fashioned from weathered-grey wood.

Boating enthusiasts can gather on the second level multipurpose room, complete with a small kitchen area. The harbormaster's office will be on this level, surrounded by a balcony. A cupola will crown the building and offer a 360-degree view of the marina and St. Joseph's Sound. A winding stairway will give access to all interior levels.

A brick walkway will edge the entire marina, including the concrete peninsula adjacent to the Bon Appetit Restaurant. Space for a fuel dock and ticket counter for the charter fleet and Ca-ladesi Island ferryboat also has been allotted. In addition to the peninsula's parking spaces, the area will be transformed into what Hannah calls a "Main Street terminus," extending from the downtown area. Benches will be available in a minipark. And designated spaces will be available for commercial development, such as an expanded Dunedin Fish other restaurants and shops.

In conjunction with the budget preparation, the capital improvements advisory committee approved the city manager's choice of major expenditures for 1982-83. The committee recommended that $25,000 be spent for an emergency generator and $12,000 for a storage shed. If communications systems break down at the municipal services building, the emergency generator system would provide a temporary network based at one of the fire stations.

The storage shed is needed to house recreation equipment at Stirling Recreation Center. Recreation equipment is being stored in the main gymnasium area, which poses a safety hazard and decreases the amount of space that can be used for activities. The committee supervises the capital improvement program a six-year guideline for major city purchases (more than $5,000) or projects with a more than five-year life expectancy. While the city manager and his staff felt that Edgewater Drive shoreline stabilization project should head the 1983-84 capital improvements wish list, the committee thought otherwise. Committee members said a left-turn signal at County Road 1 and State Road 580 should take priority.

Both groups agreed the commission should consider the addition of a third fire station next year. DUNEDIN If Interim City Manager Parwez Alam can find the space, two city commissioners said, it would not bother them if Mayor Mary Bonner gets her own office in City Hall. Commissioners Manuel Koutsourais and David Ramsey said they would not object to Mrs. Bonner's vacating City Hall and moving to an office at another location in the city. Weeks ago, the mayor announced that she might set up an outside office as an alternative to City Hall squabbling about whether she should be granted office space.

Currently, neither Dunedin's mayor nor any of its four commissioners have private offices in City Hall. The mayor and commissioners share one desk in the commissions' meeting room. Mrs. Bonner said a mayor's office would be "more for the citizens than for the person holding office." Monday was the first time any commissioners had indicated a willingness to allow the mayor a separate office. Unwilling, however, is Commissioner Jack Cella.

He said the current situation affords "ample" space and privacy. Cella and Mrs. Bonner did agree on one thing: The commission can choose the next city manager, without being assisted by an advisory body.
