The fact that it is simply the framework of a Government, aad embodies no social or political theories that it crested so little aad left ae macs aateaehed, is the principal cause of that strong feeling of nationality which has grown op ia the United States, and of which we have, within a few years past, had soch aa emphatic demonstration. The temptation which, even under cir camsiaaeee or little ao excitement' besets a party clothed with absolute power, to use all tho means in Its possession at once to perpetuate Its theories and ita authority ia, in general, too atreng to be resisted.

Whes mes are convinced of the infallible correctness of the doctrines they have espoused, and of their supreme importance, they have gene very far toward Indifference to the abstract justice of the means necessary to enforce their practical acceptanoe. 8o dear ia authority to men, that there never yet perhaps was a parly ia power that did not avail itself of the means within its reach te insure its oon-tinossee; and he who has the vanity to believe himself absolutely right, looks upon it as a sort of injury when he does net And himself endowed with unquestioned control. The contingency that was net contemplated by the framers of the Constitution, and which they believed themselves to have effect nail guarded against, haa arrived. We have, by the force of extraordinary cirenmstaneea, a party in absolute power in the State. That party has adopted the dootriae which parties ia such eases al ways adept that a party supreme ia power, is supreme ia and over principle: supreme, not merely under, bat over the Constitution; not merely ia eooerdaaoe with, but contrary -to precedent, eqsity and right.

That party proposes not to restore, but to reform the Government; aot te reinstate, bat to remake the Constitution not to re-establish fallen rights, but to throw dowa those which stand, aad to act up new ones of its own elaboration: in short, it proposes to revotntioniie the political State, for two purposes to exalt its peculiar theories te the dignity of governing principles, and to make its present nl4 poa political power coeval with the national existence. The tendeacy snd present extent of the revolutionary movement are to be seen in the projects which hava bees submitted to the two Houses ef Congress by their respective members for changes in the Constitution. These projects here direct ref erence to the Ststes lately engaged in se cession and their inhabitants. They are in their intent, and ia their first and superficial sspeois, simply local acta, designed to reform society in the South, or to inflict what their movers doubtless think appropriate punishment upon the people. Bat thia is too narrow a view to take of a provision which is incorporated into the' Constitution, and thereby becomes a part af the orgasio law of the whole land for all time to come.

We can aot anticipate all the effects which may follow a law originally designed to promote a local or a temporary purpose; bat of this we msy be sure that its illegitimate character will adhere to it; and that in time it will return to plague its inventors. So far as these plana, although general ia their terms, are designed aa exclusively local application, they are wrong in themselves i- aad althoaah taey msy bo ingrafted upon tho Constitution, will not he long te it: for the spirit ef that inatrn- ent la absolute equality between all parts Jhe political state. The Republican members of both Houses Congress seem anxieua to be known as overs of amendments to tse Constitution, and to connect their names with the changes which they contemplate. The manner in which they repeat themselves snd each other makes their ambition as ludicrous aa their designs are melancholy. Thus Messrs.

It will be remembered by oar renders, that at the time it happened, which waa a week or ten days ago, we mentioned the fact that a city-exprees waros driver, named George Hattersley, was loot by an other of the- same profession named Pat Moran, from the effects of which wound he died soon after. Moraa was srrested for the crime, and yesterday morning he was put en trial before the Police Court, Thomas A. Logan, appearing as his eonnsel There was abundance of evidence ne to the preliminary affray, whieh took place in a saloon opposite, or near the Pearl-etreet depot, crowing oat of a game of dice, in which Pat Moran was pretty severely stabbed, but the main testimony appeared to be that of Johs Agent who walked with Moran, after the stabbing, several squares. Agen testified that Hattersley called Moran harsh names, swearing also that he would kill him before morning if there were pistols enough in the city to do it.

The evidence also showed that Moran, after the fracas with Hattersley, at tha Pearl street depot, walked to near the corner bf Fifth snd Wood streets, where Hattersley resided, and then dowa to Sam'l Ustters ley's house, in the vicinity of the depot of the Ohio and Mississippi Railroad, where the shooting was done, which, would have occupied the space of from a naif to three-quarters of an hour, thus giving him plenty of time to reflect upon what he evidently contemplated, and to have become mollified in his purpose, if he was not determinedly bent upon the killing of his viotim. There was no thing in the examination indicating where Moran procured the pistol, which, it is supposed, he could not nave had with him when the stabbing affray occurred, else he would nave used it then, and hence it is thought he must have got it from Agen, when us twain waikea away together from tbe Pearl-street depot. The case waa ably argued by Prosecn-tlsr-attorney Walter Straub, for the State, and Thomas A. Logan for the defense, and then left with the Court for its decision. Judge Warren, after summing up ths evidence, dwelt upon that portion of It where the defendant had time to reflect before he committed the bloody deed.

In that view of the case, which would go to show that the act waa premeditated, he felt it his duty to hold Moran to answer before the Grand Jury, at its nsxt term, for murder in the first degree; and he was, in consequence, remanded to jail to await that time.
