In the House, "this afternoon, the amendment to the tax bill, having for Its object the prohibition of the circulation of the notes of State banks, was defeated Some of the Republicans were opposed to the amendment upon the ground that Congress has not the right to interfere with the State Legislatures, under which the State banks were brought into existence. A portion of the House Committee on Commerce have gone to Norfolk to investigate the alleged fraudulent permit to bring cotton from the insurrectionarjr States. A large portion of permits heretofore issued, were granted to seceeh sympathisers, as is alleged. 1 Paymasters have been sent forward for the payment of the Fotomac army. These soldiers have not been paid off for over four months.

We have to-day no further indications of the President's choice for Secretary of Treasury, Mr. Boutwell appears to be the roost prominent candidate. The budget fur the next fiscal year is still before the Committee of Ways and Means, awaiting the appointment of a new Secretary, that this budget may be submitted to him for examination and approval or disapproval. Seventy-five deserters -from the rebel army arrived here to-day from the army in Virginia, and took the oath of allegiance. Fifty to two hundred deserters arrive here daily since the arrival of the Peace Commissioners, and they all concur ia the statement that were it not for tha most severe precautions on the part of the rebel authorities, an enormous number of rebel soldiers would desert in a body. The Timet gives the particulars of the identification of Beal, the pirate sentenced to be hung on yesterday. Philo Pharsons waa brought here from Itetroit, and selected Beal from among a party of twenty. At the time the clerk came here he waa not aware of the arrest. Beal offered the jail-keeper $3,000 in gold to allow -him to escape. The, Timt's Washington special says that Western Senators and members of Congress, backed npx-by a delegation from Indiana, are pressing McCuUoch, Comptroller of Currency, as Ua new Secretary of the Treasury.

The ZxnUntl abuses the rebel Congress for not acting with promptness and energy in tne present critical state or affairs. The Axanuner says the prisoners at bt. Louis and Alton are badly treated by the Federal authorities, and calls for retaliation. It refers to tbe case of Burleigh, the Lake Erie pirate, and demands that Davis shall protect him. It says that Davis was too tender-hearted to adopt measure or proper severity in? the order offering amnesty to all deserters and absentees who will return, to duty witnin twenty days.

Gen. Lee says the people have to choose between war and submission, and declares that no amnesty will ever again be offered. Pending its consideration the Senate adjourned. house. The House passed the Senate bill for the establishment of a steam mail service between the United States, China and Japan. The House then passed the joint resolution to muster out of old regiments the non-commissioned offioers aad privates, who enlisted for the unexpired terms of such regiments, with the assurance and understanding that they should bemuster-ed out with The amendatory internal revenue bill waa taken up. The amendment under debate was the one heretofore offered by Mr.

Hooper, the object of which ia to restrain, by increased tax the ever issue ef bank notes, and to compel State Banks to come under the National Banking law. Various amendmenta were -offered and rejected, including one by Mr. Wilson, restraining National Banks from paying out any other than National ourrency, and Stat Banks from issuing or paying out any other than National currency after the 1st of January, 186.5. Mr. Hooper's amendment waa then rejected, leaving the tax on banks as in the law.

The amendment proposed by the Committee on Ways and I Meana assessing a duty of 5 per cent on cess of incomes over $600, and 10 per cent on excess of incomes over $3,000 was amended so as to also collect the duty on incomes derived from bank and other dividends, and to collect 10 per cent only on excess of incomes over $5,000. Mr. Ancona offered an amendment that the special income tax does not apply to incomes, of officers of the army and navy for 1864, who are since discharged for disability or wounds contracted in service, or by expiration of term af service, and that any such tax which ahall have been paid shall be refunded. KTIX1KO SESSION. A resolution was adopted instructing the Committee on the District of Columbia to inquire whether persons have not been sold out of the jail to substitute brokers.
