Tax savings offered for hiring target groups Pa MO TimM Bureau Clearwater Christian TV station to begin broadcasting this fall By LINDA PERRY Pko TimM Stiff Writer made it a practice to invest time and maintain a close relationship with his three children. Two are grown and married now. The youngest is 19 and lives at home in Palm Harbor with MacAllister and his wife Mary Lou. MacAllister is pastor of the children's church at Faith Community Church of Largo.

"I'd be afraid to raise children today without the church," he said. As director of children' programing, he plans to present "neat things" such as puppet shows that children enjoy watching. Ideas such as using Yogi Bear to teach Bible scripture in his children's church have helped "turn some children's lives around," MacAllister said. "The children's programs will be fun and exciting, yet will teach that God is love and how much he loves them," he said. "DID YOU know that 75 percent of Christians are reached before they're 14?" he asked.

"That's why it's so important to reach our children. "Problem and frightened children come from violence," MacAllister added, citing a recent article in The St. Petersburg Timet reporting that violence in children's television programing is on the increase. "Violence puts fear in the heart of children," he added. "We want to bring an alternative to violence on television for children." NEW PORT RICHEY Tax savings up to $4,500 per employee are available to employers who hire people from certain target groups.

The Port Richey office of the Florida State Employment Service reminds employers that the Targeted Jobs Tax Credit will be effective during the calendar years 1979 and 1980. It is authorized by the Revenue Act of 1978 and provides an advantage to people in the labor market who have the most difficulty finding and retaining jobs. An employer may earn a tax credit of 50 percent of the first year's wages up to $3,000 and 25 percent of the second year's wages up to $1,500 for each certified employee. Employers hiring from the following groups are eligible: Recipients of Supplementary Security Income (SSI). Certain handicapped individuals.

Economically disadvantaged youth, ages 16- 24. Economically disadvantaged Vietnam-eravet-erans under age 35. Certain welfare recipients. Economically disadvantaged ex-felons. Local area employers should contact the Florida State Employment Office, CETA, 1000 U.S.

In formulating the area's first Christian station, WCLF received guidance from stations in Charlotte, Los Angeles and Miami where CTC has been buying about three hours' broadcasting time. MacAllister, vice president of D'Andrea Electric explained how the formation of the station is part of a continuing story of the friendship of D'Andrea and himself. "Bob and I went to junior high school together, mowed lawns together, went to Bible school together (St.

Petersburg Bible Institute now Florida Beacon College, Largo), and started this business together in 1960," he said. Now old friends are joining together to tell more poeple "the good news of basic Christianity and basic principles of the Bible, with an emphasis on child training." "I DON'T think enough time is spent with children," said MacAllister, who AT GROUNDBREAKING ceremonies in April at the transmitting site, Jerry McCook, chief engineer explained that Channel 22' antenna will be side-mounted on WTSP-TV Channel 10's tower. The tip of Channel 22's antenna will extend to just under Channel 10's. Channel 22 will transmit a 5-million watt signal to UHF receivers. The maximum power signal will be broadcast direc-tionally south and east to reach the Lakeland, Winter Haven and Sarasota areas.

McCook said that sets as far north as the Hudson area should receive the back of the signal, although it is not certain how far north the signal will reach. The area's first Christian television station received its license in February after applying in 1977 to the Federal Communications Commission, said Don MacAllister, director of children's programming. AMONG THE syndicated programing to be offered on WCLF in Septem HOLIDAY Gospel music and locally produced Christian programing will be broadcast soon from a transmitting tower here when WCLF, Channel 22, goes on the air. Commercial-free programing will begin this fall from the Clearwater studios of the Christian Television Corp. (CTC).

The president of the nonprofit corporation is Robert D'Andrea, who also is president of D'Andrea Electric 3115 U.S. 19 Holiday. CTC board members include Wayne Wetzel, secretary-treasurer, and Vic Wickman, both Clearwater businessmen, and John Wesley Fletcher, an Oklahoma evangelist. The station manager is Paul Garber. Construction of the station's transmitter building in Holiday Lake Estate began this week, D'Andrea said.
