Russia's share was slightly more than $7,000,000 less than half of what she got in December, 1947. Since March 1, the department has given military authorities veto power over Russian shipments. But department officials said medical preparations, such as streptomycin and penicillin, are still being licensed. So are "soft" goods such as clothing, tobacco and .soap. And there is also a demand for such things as tennis shoes, chewing gum, and—oddly enough—toy rubber balloons. Despite the lighter controls, some members of Congress said they still are satisfied with the department's enforcement policies. Chairman Styles Bridges, R. N.
