Perel, WHEN INJURY People often avoid seeing a doctor for foot injuries, opting instead to treat themselves. But ankle sprains, broken toes, and other foot injuries need medical treatment to prevent incomplete healing, deformities, or future ailments. Remember the word "RICE" rest, ice, compression, and elevation for those occasions when you cannot receive immediate medical attention.

Rest the area, staying off your feet whenever possible. Ice the injury gently for 20 minutes with an ice pack or ice wrapped in a towel, wait 40 minutes, and repeat. For compression, wrap a bandage lightly around the injured area. Avoid pulling too tight as this could lead to further injury. Elevate the foot higher than the waist to reduce swelling and pain.

CITY: Housing planned event," said Housing Authority Executive Director William Jones.

"When you think of public housing in Elizabeth, you really think of Pioneer Homes. "Pioneer Homes has been a major part of that neighborhood," Jones said. "This is the beginning of the end of the Pioneer Homes public housing complex. It sends a broad statement that the HOPE VI project is really under way, and it should begin the real revitalization along First Street." The latest wave of demolition will leave four of the Pioneer Homes' buildings standing. Eventually, all of Migliore Manor and Pioneer Homes a total of 650 units in 20 buildings will be gone, replaced by lower-density housing with individual addresses and back From Page B1 yards.

Plans call for a total of 307 new, town-house-style housing units on the grounds of the former housing complexes, and another 278 scattered throughout the Elizabethport neighborhood. Some of the new units will be available for home ownership. Although architectural plans are not complete, about 100 new homes will be built on the site of the eight buildings in Pioneer Homes that are about to be demolished, said Jose Sabeter, HOPE VI coordinator for the housing authority. Tenants of Pioneer Homes have been relocated to other sites, authority officials said. And, as the eight buildings of antiquated housing come down, construction is about to start on 107 more housing units at Third Street and Port Avenue, Sabeter said.

The new housing there will replace "abandoned, vacant property and activities that were not necessarily desirable, such as a go-go bar and truckrepair shop," he said. Simultaneously, land acquisition is under way to build 35 homes at Front and Park streets and Broadway, Sabeter said. "We're replacing outdated public housing with town-house development and a sense of economic hope for the future," said Mayor J. Christian Bollwage. The Pioneer Homes, Bollwage said, once represented decent housing for the less fortunate.

But, with its stairways and courtyards, the complex came to be a known as a haven for such illicit activity as drug dealing, he said. "It served the Elizabethport community and the city well, but at some point, you start over again," said Jones. Kathleen Hopkins: (908) 353-8003 CRASH: 1 dead, 1 hurt police he must have blacked out.
