ALL BUT Bay Television have indicated the service to be provided on Channel 38 would be subscription pay television. Subscription television (STV, in the trade) involves broadcasting a scrambled signal, which in turn is decoded by a small box attached to a home television set. Viewers are charged a monthly fee for the decoder box.

By regulation, an STV station must provide an equal number of unscrambled shows to a market. Most often these shows are similiar to the fare offered by most independent television Btations reruns of network shows and syndicated shows. The scrambled programs usually air during prime time, about 8 p.m. to 11 p.m. each day.

SPOERI, spokesman for Home TV, said firm programing plans are impossible to make now, since no one knows when the FCC will act on the applications. New technologies, such as satellite-to-home broadcasting, may duplicate planned programing and force changes in plans for STV services. But Spoeri did say initial plans are to offer first-run movies, local sports events that would otherwise by blacked out, imported sports events, and entertainment shows, such as Broadway plays and Las Vegag acts. "We'll cross that bridge (programing) when we get there," Spoeri said. "Right now, there's no way to know when they (FCC) will act, or whether we'll be getting it (the station), or what programing will be available and desirable." COMPLICATING matters further is an application to activate Channel 28 in Tampa.

A national firm called Blonder-Tongue has sought permission to start an STV system on that frequency. FCC regulations allow only one STV station for each four over-the-air stations in a market. This means that the FCC presumably would allow either Channel 38 or Channel 28 to become an STV system, but not both. Currently the FCC has between 250 and 3(X) applications from around the country for UHF stations. The process for considering each application is a long, complex one, No hearing dates have yet been set for either Channel 38 or 28.

Four corporations have iubmitted applications to the Kednral Communicationg Commission (FCC) to reactivate television Channel 38 in St. Petersburg. But it is uncertain when the FCC may act on the applications. It could be as long as six years. The four applicants, according to the FCC and industry sources, are: Home TV a local corporation whose officers and directors include J.

Eugene Danzey, Herman Goldner, William Grant Dick Greco, Joane H. Miller, F. Jeffrey Rahall, Todd A. Spoeri, Roger S. Tucker, Andre White and Muses White.

I have written endlessly on the devastating effects of alcohol, and so have others, so I see no point in repeating what we already know. I herewith quote the late Dr. Paul E. Ruble, who said this about marijuana: "There's much we don't know about pot. But there are known medical facts that should be familiar to crusaders who insist that pot is no more dangerous than alcohol.

Marijuana is classified as a stupefying drug, just like opium and cocaine. It contains a chemical agent (THC) that is stored in the body and brain for several days even months. Anyone who smokes pot once a week has the substance present in his or her body continuously. "There is evidence that pot interferes with the body's immune system. (This system helps us fight off infection.) There is also experimental evidence that pot smoking can cause chromosomal changes that could lead to genetic changes in how the fetus develops in the womb.

There is evidence that it also interferes with how the body regulates its hormones. This could contribute to impotence and sterility. "Heavy pot smokers suffer the same lung damage as do those who smoke straight cigarettes. The effect on the brain may result in personality changes and general deterioration of mental health." I do not believe Dr. Ruble overstated the case one iota.

Many authorities who went on record a few years ago and said pot was "harmless" have reversed themselves. Tall girls' social problem DEAR ANN: My girlfriend and 1 are both tall. What makes matters worse is that so many sawed-off shrimpy giris (5-2 and under) seem to attract the tall guys.
