The New York Times accomplished the feat in 1978. The public service award to Gannett was granted, according to the Pulitzer Committee, for "iu series on financial contributions to the Pauline Fathers, located in the hills of eastern Pennsylvania "Reported and written by three Gannett writers John M. Hanchette, William F. Schmick, and Carlton Sherwood, each of whom is Roman Catholic, the stories told how donors were misled and fundii squandered, how criminal elements became involved in church fund-raising and how eventuully the church confronted its mispractices and began to make amends." The Pulitzer for spot news photography was won by a photographer whose name was withheld for his own safely. He was cited for a photograph "showing a government firing squad executing nine Kurdish rebels and two former police officers of the deposed shah in Sananda, Iran." A TEAM OF five reporters for the Huston Globe won in the category of special local reporting for a series on Boston's mass transit system, and prizes were also awarded to the Globe's Ellen Goodman for commentary and William A. In the mid-1970s, her investigation of Floyd Christian, who was then Florida's education commissioner, led to his indictment for bribery, conspiracy and perjury. Christian resigned from office and pleaded no contest to the criminal charges.

Stafford's 31 years in newspapering have been marked by a talent for clarifying complex issues and transposing dry documents into interesting reports for ordinary readers. He maintained his customary low key when informed of the award. Albright, national correspondent for the Cox Newspapers, for a series on energy; George Anthan, of the Washington bureau of the Des Moines Register, for a series on disappearing farmland; and the Los Angeles Times staff for a series on chemicals in the environment entitled "Poisoning of America." The winners Charles L. Stafford has been chief of The St.

Petersburg Times' Washington bureau since September 1968. He is a native of Grafton, W. Va. and majored in journalism at the University of West Virginia. Before coming to The Times, Stafford reported from his home state as well as from Baltimore, New York City and Tampa for the Associated Press and for The Tampa Tribune.

He joined AP in 1951 and became a Washington correspondent for The Tribune in 1955. is i Bette S. Of smi has been a St. Petersburg Times reporter for 33 years. She attended St.

Petersburg Junior College and graduated from the University of Florida with a degree in psychology. Since joining The Times, Mrs. Orsini has specialized in investigative reporting and in covering education. Besides The Times, she has worked for the Arkansas Democrat and the Richmond News-Leaoer. but unsuccessful, intimidation as she delved into the Scientologists' covert operations.

She gained for herself and The Times a high spot on the cult's "enemies list." Members of the church repeatedly tried to get her fired and attempted to smear her husband, Andrew Orsini, executive director of Easter Seals in Pinellas County. Stafford wrote his series of articles last December after the U.S. District Court in Washington released the church records that had been seized in FBI raids on Scientology headquarters. He combed through dozens of boxes of confidential records to compile a lucid account of the church's activities in Clearwater and its strategies for dealing with its critics. Stafford credited Mrs.

Orsini for the major role in telling the Scientology story. "Bette did most of the reporting on this," he said. "She did the digging and investigating." BUT HIS SHARE of the Pulitzer pleased the entire Stafford family in the Washington suburb of Springfield, Va.
