When silcuce uiu restored, Mr. said Kwjiuw I uiu profoundly grateful to you for this exhibition of kindness and respect.

For seven punt 1 have had the honor to represent the Tenth Legion district of Virglnl a in the House of Representatives, and it is source of gratification to me to know that my public Course luis commanded their approbation, as evinced by repeated elections, and recent ucts showing their en- tire confidence in me. It is not tiie less gratifying to me to know that I enjoy the resjioct and confidence of the people of this District, as manifested by this imposing demonstration. As Virginian, as a southern man, 1 aiu desirous of seeing the union of these States preserved. 1 have always believed, and now Isdieve, that the best means of preserving the Union is to prevent the encroachments of the federal government upon the lights of tin- Htalcs. plan so 8o long as the rights of the States are cherished, upheld, and protected, so long the Union will be fiee from danger of dissolution, uud we may reasonably c.deu late upon its perpetuation.

Recently, my friends, down iH Virginia we have iiad a 1 little family ipiarrel that threatened for a time to interfere ith the unity and harmony of the democratic party. Not a bit 1 am happy to say that unity and harmony now prevail in the democratic party, and Virginia, as heretofore, will present to the people of the United States an united front, and will go forward in vindlco tiou unit support of the great doctrines of democratic liberty and equality. As a native of my State, 1 am proud of iter I rejoin; in seeing her progi I am anxious to see her resources developed, to see her lines of improvement completed, aud to see all sections of the Btato bound together in the ties of unity, harmony, uud fraternity. All distinctions of tide-water, Piedmont, valley and traus-Alleghany, 1 trust will ho obliterated, ami that we oball lie known only by the proud name of Virginians. If there lias been anything of unpleasant feeling in timpani, let it be forgotten.

I have no passions to cherish, no prejudices to indulge, and no resentments to gratify and if it shall ho the pleasure of the good people of the Commonwealth of Virginia to elevate mo to the position for which 1 have been nominated, 1 shall endeavor to discharge my duty to them and to myself faithfully and charge still expects to have water in the city in the month I of December. As soon ns tlie enthusiastic applause which greeted Mr. at the conclusion of liis appropriate acknowledgment of the compliment tendered him had subsided, loud and prolonged calls were made for Mr. 1'ryor but it was announced that that gentleman was not present. Hon. C.

Faulkner, 01 Virginia, in response to the calls of the assemblage, came forward, and was heartily cheered. In acknowledging the compliment, Mr. Faulkner said that he had heard gentleman that day denounce the freedom with which the democracy of Virginia handle their public men prior to a nomination. That was our usage, and we choose to do things in our own way. He saw nothing wrong in it.

We love a little turiroil, and if we did not have it before tlie nomina tion, there was certainly no chance for it afterwards. We prove a candidate lie fore a nomination in Virginia as you prove a cannon at vour foundry, or ns wo prove a rifle or musket at the National Armory at Harper's Ferry. We pour into him a triple charge of abuse and denunciation, ahd, if that don't burst him, wo are sure the inetal is sound, and lie will stand fire when brought in the face of tlie foe. His friend botcher had recently passed through one of these fiery Virginia ordeals. He had been tried not simply by a tiiplo oliarge, but by powder and ball rammed and jammed to the muzzle.

The inetal hail been found good, and we had placed him in battery for the spring tight. The speaker was several times interrupted by applause. (jov. MoMulliu, of Washington Territory, next followed, fully endorsing the democracy of Mr. Letcher, and proclaiming his surprise at the course which had been pursued by those who opposed his nomination.

Hon. Mr. Smith, of Oregon, was the last to speak, but his remarks were not on that account the less enthusiastically applauded. He said that Oregon would say to Virginia what Ruth had said to Naomi, "Where thou goest, tliero will I go also thy people shall be my people, and thy (lod shall be my God," The occasion will long Ire remembered as one of tlie most friendly reunions of democrats at tlie national metropolis. -We ure informed that the interior of tlie conduit or main trunk of tliu Washington aqueduct was inspected yesterday by the engineers, who entered it at the influent gate-house of tlio distributing reservoir, passing under ground to the effluent gate-house of tlie receiving distance of two miles. Passing around the receiving reservoir, a distance of half mile, they entered the conduit again at the west end of tunnel No. 4. This tnnnel, which is 700 feet is finished, but the party did not pass through it. At Cabin John Bridge, a distance of 21 miles, they again saw uayngui.

The arch of this bridge is completed, but not the superstructure. There is a gap also of 150 foet in the conduit at culvert 18, near this bridge. Entering again at the west cud of the bridge, they passed through the conduit without a gap for the distance of tj miles, to the entrance of luunci No. Of this tunnel, which is feet long, about forty foet remain to lie excavated. At the west end of tunnel No.

the party again entered the conduit, pausing through live tunnels and two bridges, and coining out, at the distance of 1J mile, at tlie east end of tunnel No. 1, near the Gient Falls. The whole distance traversed under ground was miles. In this distance are seven tunnels and three bridges, which the party passed through. The wlpile numlier of tunnels is twelve, ail but tl(rce of are finisher).

Of the four masonry bridges, three are ready for tlie water. The gate-houses are all iij condition to he used. In the receiving resorvojr the water is two feet deep on the sill of the conduit head. As soon as a doxen pipe castings of special patterns are received from Philadelphia and screwed into their places, we understand that water will In; introduced into the twelve-inch main pilie, which extends from the reservoir, through Pennsylvania avenue, to the navy yard. Hie water at find introduced, being the collection of the late rains and the first filling of the reservoir, will not lie clear enough for domestic purposes; hut it will lie available in wise of Arc as soon as hydrants are erected along the avenue.

This should lie attended to at once.
