(AP) A committee of the state Board of Elementary and Secondary Education on Tuesday recommended reinstatement of Sam Pigno as a teacher, giving him a chance to again become superintendent of Tangipahoa Parish public schools. Pigno, who was imprisoned for his involvement in a computer kickback scheme, said he hopes to return as Tangipahoa superintendent in January 1995, when present superintendent Ted Cason is scheduled to retire. State law requires public school superintendents to be licensed to teach. "Until then, I'm going to be working on my politics," said Pigno, who is now selling real estate. He said he would work for the election of Tangipahoa Parish School Board members who would again hire him as superintendent.

"There was a plot to get me out of office," Pigno said. "I've got a lot of good years left in me." BESE's Due Process Committee voted unanimously to recommend that the full board restore Pigno's teaching certificate. The 11-member board meets Thursday. BESE revoked Pigno's certificate on June 28, 1990, after he and two other men were convicted in a $10,000 kickback scheme involving computer equipment sold to the Tangipahoa school system. In April 1989, Pigno pleaded guilty to the federal charge of knowing about a felony but not reporting it.

He received a 15-month sentence and was ordered to pay the board $3,000 in restitution. He was released from prison in 1991.
