C4 THE HOME NEWS THURSDAY, SEFl'EMISFK 21, 1995 LOCAL REPORT EITUAMES Penn Central rgj quarry ale AUDREY MANFREDINI AGE: 84 METUCHEIV Audrey M. Manfredini died Tuesday at John F. Kennedy Medical Center, Edison. She was 84. Born in Dayton, Ohio, she lived in Metuchen for the past 40 years.

Mrs. Manfedini was a third-grade teacher at the Campbell and QUARRY Continued from page CI pumping station as the best op tion to meet water needs in municipalities in Central New Jersey as well as other other regions. That station would pump water to the Round Valley Reservoir in Hunterdon County and increase the reservoir's daily water capacity by 53 million gallons. Van Abs said, however, that the state does not have a water supply crisis and that construction of the reservoir would begin when there was a demand for more water. He said the most recent population projections, including data from the 1990 census, showed that a new reservoir would not be necessary until the years 2030-2040.

Projections beyond 10-15 years serve only as benchmarks, he added. "You can't predict much beyond that time. You have to watch the increase in demand over the years to assess the need," he said. The quarry site also is preferred because its location next to the Delaware and Raritan Canal would allow easy transfer of water back and forth between both sites. It would also present less difficulty compared to the pumping station, where water would have to be pumped uphill from the station to the Round Valley Reservoir.

At Tuesday's committee meet ing, Police Chief Michael Paquette said he invited union members to submit a new testing procedure, which he would help them implement as long as it was reliable and fair.

Paquette has repeatedly dismissed cries of biased testing as ludicrous. A committee of five union members is working on the proposal, Conte said. Paquette created the civilian team several months ago to observe the Police Department's annual staff inspection. The site is privately-owned and is being actively mined, he said. The land where the pumping station would be located, on the other hand, is owned by the state. The disadvantages of the quarry site make the pumping station a 'J good second alternative, Van Abs said. He said the report is a recommendation and not a final plan, so state officials have not yet made efforts to start negotiations with Trap Rock officials about buying the quarry site. David Goldberg, a Trap Rock attorney, said company officials are willing to talk with DEP officials whenever they are ready to ad- dress the issue.

watching staff assessments of the patrol, traffic, juvenile, narcotics and detective bureaus, as well as other police units. The team also was instructed to produce a report at the end of the -inspection process. That report. Paquette said, was presented to the committee unedited by the Police Department. Next year, the department will hold a Civilian Police Academy to acquaint residents with some basic police training in patrol, weapons and pursuit driving, among other areas.

The Civilian Police Academy and Civilian Observation Team programs will be conducted in alternate years, he added. The next team observation is scheduled for 1997. Police will implement roughly 85 percent of the team's rccom- mendations, Paquette said. Those recommendations zero in on staff- ing, budget development, and computer data security.
