John Murphy, said Sunday that the Soviet Union was sending 16,000 tanks from its European front to the Arab countries. Murphy here on a tour told newsmen the tanks were being replaced in Europe with more sophisticated weapons, and the transfer was continuing while Secretary of State Henry A. Kissinger was negotiating further arms limitations in Moscow two weeks ago. Police said they had been given two letters apparently written by the earl after the Thursday night murder at Lady Lucan's elegant London townhouse. Police would not comment on the contents of the letters to Lord Lucan's brother-in-law, William Shand-Kydd. NEWSPAPERS SAID Shand-Kydd told them Lord Lucan described seeing a man attack his wife, but the attacker escaped, Lady Lucan rushed into the streets for help and Lord Lucan fled.

Lord Lucan, descendent of the man who ordered the ill-fated charge of the Light Brigade in the Crimean War, has not been named as a suspect but police say they want to find him for questioning. Estranged from his wife, Lord Lucan has been seen once in London since the murder and police continue to comb his known hangouts including fashionable gambling clubs. Khrushchev has the United States faced the kind of security problem it will encounter when guerrilla chief Yassir Arafat comes to the United Nations for the General Assembly debate on Palestine Wednesday. In Washington, the FBI called it the "tightest security in history" although the bureau, which has its largest field office in New York, is only indirectly involved. Main responsibility rests with the Secret Service, the executive-protection service and the New York Police Department. THE PALESTINE Liberation Organization (PLO) leader is expected to arrive in a special jet bringing Lebanon's President Suleiman Franjieh from Beirut, where the PLO is headquartered. The time of arrival was still not known, but it is believed to be scheduled for late Tuesday night or early Wednesday.

Although the debate has been set for 14 half-day sessions or seven working days, it is doubted that Arafat himself will stay beyond the opening day or so because of the enormous difficulty of protecting him. While most U.S. Jewish organizations adhere to non-violent policies, the atmosphere in this city with the largest Jewish population outside Tel Aviv was described by one leader as "the same sort of solidarity as when a war breaks out." Another said Arafat is regarded with the hatred once reserved for Adolf Hitler. "WHEN A CROWD of over 100,000 showed up here Monday for a peaceful demonstration, what will happen when people get really worked up?" a community leader asked. The conference of Presidents of Major American Jewish Organizations, which sponsored the original demonstration, said nothing as massive is planned again.

However, Richard Cohen, press spokesman for the conference, promised "there'll be something dramatic and significant" when the PLO arrives. He did not elaborate. Greatest cause for concern to the U.S. and U.N. security forces is Rabbi Meir Kahane's Jewish Defense League (JDL).

Dedicated to the militant protection of Jewish rights, the organization once operated a camp in the Catskills for paramilitary training and has figured in repeated attacks on Soviet and Arab diplomats and agencies. Only last week, JDL members invaded the small permanent office of the PLO on Park Avenue in New York and beat a staff member severely. ONE OF THE difficulties in planning protection for the Palestinians rests in the resistance by the group to excessive segregation. U.S mission spokesman Cortney Sheldon admitted that a military base had first been considered as a safe haven for the visitors, along with hotels and private houses. The military base was ruled out by Arafat and his aides, Arab officials here said, apparently because they refused to be so obviously hidden from public view.

Governors Island in New York Harbor, once an Army installation but now a Coast Guard station under the jrisdiction of the Treasury Department, was proposed as an alternative for the Palestinians, from which they could be helicoptered quickly to and from the U.N. headquarters on the East River. ANOTHER SUGGESTION was the use by Arafat of the 38th-floor office of Secretary General Kurt Waldheim, which contains a bedroom and a specially added $11,000 bathroom, with a 40th-floor gymnasium to be converted as a dormitory for the other delegates, who will remain through the debate.
