NAME. ADDRESS CITY STATE Bronze Memorials by Gorham, Master Craftsmen McLeodBallard, Mr. McLeod distinguished himself in service to the law, his family, church, community and nation.

His death, impending for months, particularly saddened legal community. "He was the finest human being I have ever known," said St. Petersburg lawyer William Belcher, as the tribute tumbled out for his old friend: "A fine parent, a fine lawyer, a fine Christian, a fine friend and a genuinely good person. He probably was as highly respected by lawyers as any attorney in the Florida Bar, not only for his legal ability, but for his integrity, compassion and all the qualities that make a great person. To me, that is the highest accolade you can get." Henry S.

Baynard, with whom Mr. McLeod practiced for many years, described him as "a fine gentleman and a wonderful perseon." Funeral services will be held at 11 a.m. Monday at St. Peter's Cathedral with Dean Shevin- Reading with brisk confidence from his speech, Shevin had preceded his chief revelation by remarking that "there are other indications of a game of footsie between the commission and the companies." "COMMISSIONERS." he said, "traditionally rely heavily on financial support from the industry in their political campaigns. PSC staff members often move to higher-paying jobs with utilities after serving their apprenticeship in the complex field of utility economics at public expense." William H.

Bevis, a commission member, told The St. Petersburg Times in a telephone interview from Tallahassee that Shevin's charges were "ridiculous." From 1-B Truck- Firefighter Dick Tully said, "One spark and this place would have been going good. It's one of the most hazardous things I've ever seen." REPORTED IN critical condition at Bayfront Medical Center was John Stone, 10, the son of Carl and Dorothy Stone, of 6231 39th Ave. St. Petersburg, all of whom were passengers in the car, along with 5- year-old Andrew Stone, who is listed in poor condition.

The driver of the car was Melvin Walter Jesiolkiewic, 48, of 4675 26th Ave. St. Petersburg. His wife Virginia, 44, was a passenger. Mrs.

Jesiolkiewic and Mrs. Stone are sisters, according to Mrs. Stone. The driver of the truck was Donald Wasden, 40, of Tampa. AS AMBULANCES and firefighters assisted at the scene of the accident, St.

Petersburg police redirected traffic away from the Skyway, which was closed for several hours. Conductor Arthur Fiedler, on the way from Sarasota to the Bayfront Center for a concert, became stalled in traffic, but somehow he got through. "The concert was delayed about 25 minutes," said Mrs. Anna J. Landry of Bayfront Center.

"He must have been close to the beginning of the line. Manatee County Sheriff's Office called saying they'd help get him through, but then they called back that he was on his way. While traffic was blocked at the scene, one car drove off the roadway and apparently attempted to go around the truck. The car struck St. Petersburg policeman C.

The family requests that contributions be made to All Childrens Hospital or St. Peter's Cathedral. Born (Sept. 19, 1920,) in Mobile, the son of the late Walter A. and Gladys McLeod, Mr.

McLeod moved to St. Petersburg in 1924 during the Florida boom. He attended St. Petersburg Junior College, Washington and Lee University, the University of Havana, Cuba, and received his Master of Law Degree from New York University. He was graduated From 1-B "Well, I have an idea," Bevis said, "that if Mr.

Shevin knew that this was the case he would probably bring charges since he is the highest legal official in Florida. It's an absolutely absurd statement." Asked if he was aware of any such practice, Bevis said: "Heaven sakes alive, that's ridiculous. I don't know of any such practice." When told that Shevin will ask the governor to consider a grand jury investigation, Bevis remarked that "that's certainly his privilege if he wants to." Shevin, who described himself as "hyperactive" about utility rates since 1 his election as attorney general in 1971, has been an outspoken critic of the three-member PSC. the hood of the car, banged on the windshield of the car to get the driver to stop and finally put his flashlight through the window, a witness said. Charged with aggravated assault in the incident was Frederick Benson, 44, of Palmetto.

He is being held in St. Petersburg city jail in lieu of $1,000 bond. Mrs. Stone, who was in the back seat of the car involved in the accident, said at the hospital, "I don't know what happened. We were down in Palmetto and Bradenton looking at property.

We stopped for a sandwich on the way back, then took the Skyway. "The first thing I knew was that I was lying in a field." THE CAR apparently spun around after colliding with the truck. The car landed in the median strip; the truck landed on its side off to the right of the northbound lanes. Groves, of the fire department, said that firefighters spread a "light water" over the flowing gasoline. He said 9,000 gallons of gasoline were reported to have been in the tank, and much of it leaked out.

He said the foam-like "light water" changes the molecular structure of the gasoline to prevent burning. All of the accident victims initially were taken to Bayfront Medical Center. In addition to the two Stone children, Jesiolkiewic, the car driver, was in fair condition. His wife required no Mrs. Stone, 48, was in treatment, the hospital said.

condition. Stone, 47, was taken from Bayfront to St. Petersburg General Hospital, where he was reported in serious condition. Wasden, the truck driver, was in fair condition at Bayfront. Filipowicz played for the Fordham Rams in their 1939 Cotton Bowl and 1942 Sugar Bowl games and was in the backfield of the National Football League New York Giants in 1946. In August 1942, he landed with the First Marine Division on Guadalcanal, where American forces sustained heavy losses in one of the longest and bloodiest battles against the Japanese, and was cited in Richard W. Tregaskis' heroic account, "Guadalcanal Diary." Mr. In calling for "drastic" reforms of that panel, Shevin placed responsibility for skyrocketing utility rates "squarely where it belongs at the feet of the Public Service Commission." "It is they," Shevin charged, "who have allowed, either through negligence or a lack of understanding of their duties and responsibilities to the pub-: lic, basic utility rates and fueladjustment costs to practically bury the private homeowner and small businessman." SPEAKING emphatically and pausing occasionally as the audience occasionally applauded, Shevin said: "Yes, they (the power companies) get a little greedy once in awhile. Their only obligation is to their stockholders and company executives." "They don't have to worry about the constraints of free trade and competition because they have a state-sanctioned monopoly," Shevin said. Shevin said the PSC should be abolished by the Legislature and a five-member agency should be appointed by the governor with the Senate's confirmation to staggered terms.
