heavyweight By RICHARD SKELLY Home News staff writer On the Road As temperatures that at times exceed 90 degrees force local music fans to slow down a little, now is a good time to suggest some light summer reading. Zappa devotes the latter chapters of the book to his views on a variety of issues, among them, "Marriage (as a Dada Concept)," "Church and State" and "Practical Conservatism." Even if you're not a fan of Zappa's compositions and guitar playing, he makes a number of critical observations on the current state of free speech and freedom of expression in the United States that will be of interest to musicians and non-musicians alike. -Will They Might Be Giants John Flansburgh, left, and John Linnell be at the Green Parrot in Neptune tonight. bumps Marx No.l. The most interesting battle continues to be between two songs that have been skyrocketing up the charts together and soon will be fighting for No. 1: Simply Red's "If You Don't Know Me By Now" (up from No. 11 to No. 5); and Madonna's "Express Yourself" (up from No.

13 to No. 6). But when the issue is settled, possibly in two weeks, look for chart queen Madonna to have another No. 1 title. Other songs to watch: Stevie Nicks' "Rooms on Fire" (up from No.

22 to No. 16) and Love and Rockets "So Alive" (up from No. 26 to No. 19). Here are predictions for next week's singles' chart: 1.

"Good Thing," 2. "Baby Don't Forget My Number," 3. "Express 4. "If You Dont Know Me By Now," 5. "Satisfied," 6.

"This Time I Know It's for Real," 7. "I Drove All Night," 8. "Miss You Like Cray," 9. "Toy Soldiers," 10. "Buffalo Stance." This week, there are two pick hits: Paula Abdul's "Cold Hearted," and Don Henley's "The End of Club 375 in New Brunswick.

Ruth Brown Friends are at The Lone Star Roadhouse on 52nd Street in Manhattan. John Eddie is at the Stone Pony in Asbury Park. Les Paul Trio is at Fat Tuesday's in New York City. Tuesday: Open mike night at Magoo's Matawan. Allman Brothers are at Waterloo Village in Stanhope.

Aretha Franklin is at Radio City Music Hall in New York through Friday. Wednesday: The Allman Brothers are at the Garden State Arts Center. Lou Rawls is at the Blue Note on West Fourth Street in Manhattan. Charts: Vanilli By JAN DeKNOCK Chicago Tribune Last week, when Richard Marx's "Satisfied" vaulted into the No. 1 position, it looked like just the kind of durable record that could hang on to the top spot for several weeks and end the recent string of one-week champs.

So much for that This week, "Satisfied" slipped all the way to No. 3, making way for yet another new leaden Milli Vanilli's "Baby Don't Forget My Number," which moved all the way up from No. 4 to give the dance duo their second straight hit and first No. 1. (They just missed in April, when "Girl You Know It's True" peaked atNo.2.) But Milli Vanilli and "Baby" probably won't be able to stay at the top next week, because another su-perhot song is already poised to take over.

That's "Good Thing" (up from No. 5 to No. 2) by Fine Young Cannibals, who also are dominating the LP list with "The Raw the Cooked," now in its fifth week at When was the last time you had a little fun in the woods?
