JUMMl.Htl Governor's Aide Selected as State Finalise Director Governor Brown named his 38-yeir-old executive secretary, Hale Champion, to the job of stafe director of finance yesterday. Champion, a former-newspaperman, i succeed John Carr, who is returning to private business as board chairman of a San Francisco import-export lirm.
