"There were more than a few (fish), but nothing like what we've had," said Tim Goodrow, street department chief. Along the Suncoast beaches Monday, the washup of dead fish slackened. Lt. Ray Guess of the Marine Patrol, who flew over the Pinellas beaches, reported that the patches of discolored water just above Johns Pass and just below Blind Pass had dissipated somewhat.

There were "few dead fish" in either area, he said. It was determined Monday that Red Tide was not the killer of several tons of fish that washed ashore in the Bay-shore Gardens area of Bra-denton Friday. Manatee County's Air and Water Pollution Control Board took seawater samples off Longboat Key and in the Bowlees Creek area Monday and Stuart Werngren, assistant director, reported that Red Tide tests were negative. Werngren hypothesized that the fish were killed by an oxygen shortage caused by a large algae bloom. Marine Patrol officials were speculating that a concentration of discolored water off Fort Myers might also be algae.

Lt. Benny Hendricks sent water samples to the Marine Research Laboratory in St. Petersburg Monday afternoon for analysis. Hendricks said he was unable to make an aerial inspection of the area because his plane was in use on an assign-ent in Key West. "But as far as I know," he said, "there hasn't been a whole lot of change" in the water off Lee and Collier counties, where a concentration of discolored water and dead fish has been poised for several days.

The patches of dead fish in Tampa Bay concentrated in an area about 10 miles long, from Smacks Bayou to Pinellas Point, and four miles wide remained at the whim of the wind and tide Monday, just as they have been for several days. After half an hour of conversation around a table of hors d'oeuvres and nonalcoholic punch, the group moved to folding chairs set up on the side lawn to hear Gill introduce Waller, who is national chairman of the Junta of Militant Organizations (JOMO), and who still faces some of a battery of charges originally brought In 1966 when he and another black ripped a mural depicting Negro minstrels from a wall in St. Petersburg's City Hall. Waller introduced Miss Tucker, whose conviction for possession of marijuana is under appeal. She was sentenced to five years in prison Swanson, Mr.
