Clifford E. Brittan WOODBURN Clifford E. Brittan, 64, of 344 Brown died Sunday in a Portland hospital. He was born in Nebraska and came to Woodburn in 1948 from Washington.

He was a retired car salesman for Hubbard Chevrolet, a member of St. Luke's Catholic Church and Evergreen Golf Club, Mount Angel. Survivors include his wife, Dorothy; sons, James, LaPine, Jerry, Woodburn; daughters, Carol Moen, Hubbard, Sandra Brittan, Salem; mother, Etta, Woodburn; brothers, John, Silverton, Luke, Salem; sisters, Marguerete Wells, Woodburn, Frances Wright, Meridian, Idaho, Mary Fraser, Dallas, Dorothy Willyerd, Silverton, Therease Burnett, El Cajon, and six grandchildren. Rosary will be at 8 p.m. Wednesday in Cornwell mortuary, mass at 10:30 a.m.

Thursday in St. Luke's Church. Interment will be in St. Luke's Cemetery. Elmer C.

Foss AURORA Elmer C. Foss, 68, died Sunday in a Tualatin hospital. He was born in South Dakota and came to Aurora 25 years ago from Washington. Survivors include his wife, Dorothy; sons, Larry, Bellingham, and Bruce, Aurora; daughters, Joan Zimmer, Oregon City, Carol Peters, Bellingham, Nancy Reed and Judy Hathaway, Aurora; sister, Ann Wallace, Bellingham; and 19 grandchildren. Services will be at 10 a.m.

Charley F. Klassen Charley F. Klassen, 79, of 3375 Willa Lane SE, died Saturday in a Salem hospital. A native of Hillsboro, he retired at the age of 65 from owning his own garage. He was an auto mechanic for 40 years.

He moved to Salem in 1949, after living in Newton, and Watsonville, Calif. He was a charter member of the South Salem Nazarene Church. Survivors include his wife, Elizabeth; daughters, Luella DeLapp, Salem, Velma M. Stepper, Dallas, and Elva L. Campbell, Boulder, sons, Delmar R.

and Lloyd both of Salem; sisters, Anna Fuller and Helen Schmidt, both of Kansas, and Minnie Schmidt, Oklahoma; brothers, Cornelius and Ed, both of California; 16 grandchildren and two greatgrandchildren. Loux WOODBURN Services for Orville E. Loux, 54, of 1651 East Linn Road, who died Saturday in a Tualatin hospital, will be at 11 a.m. Wednesday in Simon's mortuary. Graveside services and interment will be at 3:30 p.m. in Nye Cemetery, Sweet Home.

Born in Whiting, Iowa, he moved to Sweet Home in 1935. He lived six years in North Bend, then moved to Woodburn in 1957. He was a veteran of World War Il, charter member of Silverton Elks, Woodburn Eagles, Masonic Lodge and St. Mary's Episcopal Church. He was employed as a physical plant supervisor at MacLaren School for Boys.

Joseph Manuel Montoya, a Democrat who worked his way through the political ranks in New Mexico and came to national attention as a member of the Senate Watergate Committee, died today.

He was 62. Montoya had been hospitalized at Georgetown University hospital since early May for treatment of gastro-intestinal bleeding. Two operations failed to reverse the condition. He suffered kidney failure June 3. Montoya's son, Joseph said his father died this morning.

Montoya launched a fourdecade political career in the Great Depression, winning election to the New Mexico House in 1936 while law school at Georgetown Unversity, in Washington. Hannah Friedlander Hannah G. Friedlander, 88, of 3210 Windsor Ave. NE, died Sunday in a local hospital. Born in New York City, she moved to Salem in June 1972. She was formerly of Los Angeles and Chicago.

Montoya won election to the Senate in 1964, defeating four-time New Mexico Gov. Edwin L. Mechem, the man appointed to fill a vacancy created by the death in 1962 of Sen. Dennis Chavez.

Montoya won re-election in 1970, defeating conservative Republican Anderson Carter who enjoyed last-minute campaign help from President Nixon. a liberal, was no friend of the Nixon administration. He contributed to Senate rejection of two Nixon nominations to the Supreme Court, Clement F. Haynsworth and G. Harrold Carswell.

And he alleged in 1971 that the Nixon Justice Department was tapping his telephone, a charge denied by the administration. Montoya also charged the Post 5 Oregon drownings reported By United Press International Five persons drowned in separate accidents in Oregon during the weekend and police are still searching for a man reported stranded on a rock in the middle of the Clackamas River east of Estacada. Clackamas County sheriff's deputies said a helicopter is searching the river for Steven Koffman, 22, of Portland, who was stranded on a rock in the middle of the river after the raft he was riding in capsized Sunday evening near Alder Flats. Sheriff's officials said a companion of Koffman's, David Parker, 24, of Portland, managed to reach shore and reported the incident to police after arriving in Estacada. Jarunee Srilajarwatr, 17, a high school exchange student from Thailand, drowned in the Sandy River near the Interstate Highway 80N bridge at Troutdale Sunday evening.

The Multnomah County medical examiner's office said she was playing in the water with friends when she went under. Although she was removed from the water immediately, efforts to revive her failed. Kristin Kraley, 3, of Portland, drowned in an apartment house swimming pool Sunday evening, the medical examiner's office said. The body of 16-year-old Daniel Bowers of Myrtle Creek was recovered Saturday afternoon from the South Umpqua River. Douglas County sheriff's officers said Bowers was reported missing by his parents at 7:30 p.m.

Friday. An 8-year-old boy, Alan Ray Snyder of Cottage Grove, drowned Saturday afternoon in the Coast Fork of the Willamette River near the Cottage Grove city limits. His body was recovered Sunday. The boy was swimming with his brother when he slipped and fell into deep water. Steven Ford, 18, Prineville, drowned in Prineville Reservoir Saturday.

Montoya later became a member of the Senate Watergate Committee, the panel that probed Nixon administration activities and laid the groundwork for Nixon's resignation in August 1974. But it was during the same period at the peak of Montoya's political career that the steady string of political successes began to unravel. Montoya had "laundered" more than $100,000 in 1970 campaign contributions through "dummy committees, The Wall Street Journal reported.

Montoya denied it. Montoya, chairman of the Senate Appropriations subcommittee overseeing the Internal Revenue Service, did not have his income tax return audited for more than 25 years an unusually long time for millionaires such as Montoya. In 1976, the Treasury Department admitted earlier efforts to audit Montoya had been dropped. IRS conducted an election-year audit of Montoya, the first since 1950. MONTOYA of former astronaut Harrison Schmitt ended Montoya's political career. He had lived since defeat in his native Pena Blanca, north of Albuquerque, N.M. Montoya attended Regis College in Denver and received his law degree at Georgetown University Law School in 1938. He is survived by his wife, Della; three children, Joseph Patrick and Linda; his brother, New Mexico State Sen. Ted Montoya; and two sisters, Lorella Salazar and Virginia Chavez.

PUBLIC NOTICES NOTICE OF HEARING FORMATION OF PROPOSED JAN REE-PARKDALE-OAK PARK-HAYESVILLE PEOPLE'S UTILITY DISTRICT The Department of Energy will hold public hearings at the times and places listed below to consider the advisability of formation of the proposed Jan ReeParkdale-Oak Park People's Utility District. Schedule of Hearings A public hearing on the advisability of the formation of the proposed People's Utility District will be held on Monday, June 5, 1978, at the Hayesville Elementary School, New Gymnasium, 4545 Ward Drive, N.E.., Salem, Oregon 97303, beginning at 7:30 p.m. The hearing will be a legislative hearing, but testis mony will be taken under oath from the sponsors and opponents of the formation of the proposed People's Utility District. In addition, all interested organizations and individual members of the public will be provided an opportunity to present their views on the desirability of the formation of the District. The proposed People's Utility District would be eligible to provide distribution of either electricity or water.

BOUNDARY DESCRIPTION The petition to form the proposed People's Utility District was received by the Oregon Department of Energy on April 7, 1978. The Department has reviewed the petition and has conducted a careful review of various maps and documents on file with local and state authorities. Based upon this review, the Department is able to conclude that the petition does sufficiently describe the proposed area of formation to qualify as a preliminary petition. However, while qualifying as a preliminary petition, the petition's boundary description is deficient in certain respects which would make it unacceptable as a Final Petition. In particular, directions and distances in metes and bounds, as required by past Attomey General opinions, have not been provided sufficiently for the boundaries provided in the description.

Accordingly, if a Final Petition is filed, its description must conform to those requirements and must contain any other changes required by the Director as a result of the public hearing pursuant to ORS Section 26.130(2). The description of the proposed Jan-ReeParkdale-Oak Park-Hayesville. People's Utility District is provided in the petition as follows: Beginning at a point on the East right-of-way line of the relocated Pacific Highway 99E, said point being intersected by the North line of Section 6 in Township 7 South, Range 2 West and also being 2,686.20 feet, more or less, West of Section Corners common to Section 5 and Section 6 in Township 7 South, Range 2 West and Section 31 and Section 32 in Township 6 South, Range 2 West of Willamette Meridian, Marion County, Oregon; thence West along the North line of said Section 6 to the centerline of said relocated Pacific Highway 99E, as shown on Oregon State Highway right-of-way map No. 9B-5-7 (traced Oct. 1968) and the true point of beginning; thence Southwesterly along said centerline to the centerline of the North bound lane of 1-5 Freeway (Salem By-Pass) as shown on Oregon State Highway rightof-way map No.
