Larry Fellows, Siuslaw National Forest supervisor, said this week the act that established the Cascade Head Scenic-Research Area enables the government to acquire the lands within the estuary and associated wetlands. The act enables the government to acquire the property by donation, purchase, exchange or other means without the consent of the owners after a public hearing has been held, Fellows said. The owner of the land, Sea view Properties, of Portland, proposes activities on the land not considered compatible with the protection and perpetuation of the estuary. These activities include building roads and homes in the area.

Fellows said Seaview Properties, has held off developing the property during negotiations with the government, but that the two are unable to reach an agreement. Aid for reservoir is sought WILLAMINA The Willamina City Council decided Monday to apply for an Economic Development Administration (EDA) grant to build a water reservoir. The reservoir would augment an existing reservoir that no longer is large enough to serve the city by itself. It would be built adjacent to that reservoir. The council decided at the same time to apply for additional EDA funds to finance construction of a vault pump station on Southwest Hill Drive, where residents are experiencing problems with low water pressure.

The station would replace a station that isn't adequate now because of population increase.
