Crash Kills Portlander Drcuaries Losing Candidate Quits Deputy Post Page's, Sac. 1, CAPITAL JOURNAL, Salem, Oregon, Tuesday, July 28, 1964 Depoe Bay Bond Issue Wins Okay DEPOE BAY Residents in the Depoe Bay Water Dis-t i overwhelmingly approved a $150,000 bond issue Monday to improve the district's water system. The vote was 119-3. In the letter, Zabinski said, "I feel that request for an extended leave of absence was not unreasonable since this is a political situation.

It Is highly probable that a new sheriff will be elected. I felt that should this occur the new sheriff would have the right to reinstate me if he so desired." Zabinski said it was clear to him the board would not grant that opportunity. "Therefore I have no other choice but to tender my resignation," he said. John Zabinski, unsuccessful candidate for the Republican nomination for sheriff in the May 15 primary, has submitted his resignation to the Marion County Board of Commissioners. I Zabinski was the chief criminal deputy to incumbent sheriff Denver Young before he quit to join the race.

The board took no action on the resignation, since it already had refused to extend Zabin-ski's leave of absence until after the November general election. Eugene Romspert NEWBERG Services will be at 10 a.m. Thursday in Brown Funeral Home, Newberg, for Eugene Norval Romspert, 90, cf 211 N. Garfield, Newberg, who died Sunday in a local nursing home. Romspert was born In Baltimore, Maryland in 1874, and lived in Oregon for the last 70 years.

He lived in Newberg for the last 11 years. He was a member of the IOOF, and was a retired engineer for Portland General Electric. Survivors include 2 daughters, Mrs. Irma Wundelich, Portland, and Mrs. at i Cornelia, Los Angeles, 3 grandchildren, and 5 greatgrandchildren.

Forgery Charged Walter Thomas Earnhart, 479 State was arrested by Salem police Monday on a charge of forgery. SEASIDE (UPI)-A Portland youth was killed and another uijuicu tt une-car accident on U.S. Highway 26 about 23 miles east of here Monday night. Killed was pruce Hall Mac-Donald, 17. A Companion, Steven Lee Olstad, 16, was listed in fair condition today at a Seaside hospital.

He suffered a skull fracture and other undetermined injuries. State Police 'said the car was westbound when it went out of control on a curve. It skidded 129 feet, hit a bank and flipped over, throwing out both occu- pants. Mrs. Corinne Wood was found in bed at her home at 205 Academy where she lived alone, after a passerby reported seeing her in flames. Matches were scattered in the bedroom and a matchbox was on the bed, investigating officials said. Bits of soot indicated she had used the stairway before fire men arrived, the officials added. There was no fire damage to the house itself.

NE, who died Saturday in a Bismarck, N.D. nursing home of cancer. Interment will be in Belcrest Memorial Park. Mrs. Knapp was born in Germany in 1882.

She was a retired practical nurse and before moving to Bismarck lived at 2345 Broadway St. NE, from 1948 to 1963. She was a member of the Bethel Baptist Church. She was matron of the Bismarck Baptist Home for the Aged before her retirement and moved from Salem to the home as a guest in 1963. Survivors include the widower, Rev.

Charles Knapp, Bismarck. N.D., 2 daughters, Mrs. Ester Heir, Wishek, N.O., and Mrs. Marcella Seitz, Hemstead, N.Y., a son, Charles Seattle; a brother; 3 sisters; 2 grandchildren and 2 great-grandchildren. Roberta Jenkins KERNVILLE Services will be at 2 p.m.

Thursday in North Lincoln Funeral Home.Delake, for Roberta Jean Jenkins, 15, Kernville; who died as the re sult of injuries she received in an automobile accident on East Devils Lake Road near Delake. Interment will be in Taft Ceme tery, Miss Jenkins was born in North Bend and attended Taft High School, where she would have been a sophomore this fall. She lived in Kernville for the last 4 years. Survivors include her mother, Mrs. Marjorie Alexander, Kern ville; her father, Robert Jenkins, Coos Bay; two brothers, Jack Norcroff, San Diego, and James Norcroff, Denver, three sisters, Mrs.

Damage in Oil Probe Discounted COOS BAY An official of the Western Oil and Gas Association (WOGA) told the Oregon State Land Board here today that off-shore oil exploration would not pollute waters or damage marine iife. -Henry' W.

Wright, manager of WOGA's Land and Tax Department, made the statement as a hearing opened to determine whether it was in the public interest to lease state underwater lands along the Oregon coast for oil drilling. Commercial fishermen have charged that the oil operations have been detrimental to marine life. However, Wright cited a situation near Summerland, where state fish biologists had described an area as "a marine desert barren of any life." Less than three years after erection of an off-shore drilling platform, Wright said, an offi cial state count recorded 62,000 fish representing 46 species in the same spot. 1 Tight added that any oil discovery off Oregon would be "particularly valuable" because it would be close to a market which currently has a deficit supply of crude oil. He also noted that ofshore oil has netted California more than $500 million in new revenue since 1921.

Today's testimony will be reviewed before it is decided which parcels of land, if any, will be open for bids. T. Golden Mortuary for Mrs. Noemah Kelly, who died Friday while en route to Salem from a nursing home in San Francisco. She had been ill for about a i Mrs. Kelly was born in Eastern Oregon and lived in the Salem area for about 18 years.

She was a member of the Christian Science Church, Order of Eastern Star and Rebekahs. Survivors include the widower, Harold, Salem; three daughters, Mrs. RuthNickelson, Car-mel, Mrs. Patsy Holland, Florence, and Mrs. Elizabeth Montgomery, Hot Springs, a son, Harold Kelly Newark, and nine grandchildren.

Miss May would have been a senior in Taft High School this fall. She lived in Neotsu for sev eral, vears, moving there from Portland. Survivors include the parents, Mr. and Mrs. Harley May, Neotsu; a brother, Charles at home, and her grandparents in Portland.

Smith I Services are pending in W. T. Rigdon Funeral Home for Roy Edward Smith, 78, of 870 wood Drive NW, who died Monday at his home of an apparent heart attack. 'Smith lived In Salem for the last 43 years moving here from --a wheat ranch in Kansas. He farmed in the Clear Lake area until 1943 when he moved to Coos Bay, where he built homes, returning to Salem in 1947.

He was a member of the First Presbyterian Church. Survivors include the widow, Mrs. Winnie Smith; a son. Bob, Salem; 4 daughters. Mrs.
