Moon Day on July 20 will be the third anniversary of the landing of lunar module Eagle on the moon by U.S.

astronauts Neil Alden Armstrong and Edwin Eugene Ald-rin Jr. A partial eclipse of the sun is scheduled for July 22, but only will be visible in much cooler climes than this. It can be seen in Arctic regions, northwestern North America and northeastern Asia, July 25 is booked as "Children's Day USA." Purpose is "A day of appreciation for our Good children. Thursday is an important date for philatelists, the birthday of the first U.S. postage stamps issued July 1, 1847. Friday's booked as a splashing day in Michigan, thanks to the Stone Skipping and Ge-Plunking Club of Mackinac Island of Lake Superior State College at Saulte St. Marie. A Stone Skipping Ge-Plunking Open Tournament is scheduled, purpose: "To preserve the gentlemanly sport of stone skipping, perfect It, polish it, and maintain long-established standards." It's even longer than the Fourth of July Weekend commencing Saturday, lasting five days from Friday through July 6. Saturday commences the Independence Day weekend, the third of the new three-day weekends with Monday holidays decreed by Congress. July 5 also is July Fourth, according to the new federal public law enacted in 1968 and effective in 1971. Saturday and Sunday will feature a new kind of contest directed by the Library Bar of Houghton, and sponsored by Kennett P.R. Associates of Los Angeles, Calif.

It's the International Frisbee Tournament, announced as, "The only sanctioned international frisbee tournament for establishing distance, accuracy and -guts frisbee champions." The All-Alaska Logging Championship is set for the same dates at Sitka, Alaska. In Hannibal, at Mark Twain's boyhood home, the National Fence Painting Contest is billed for Saturday and Sunday in memory of Tom Sawyer's feat. Modern-day Tom Sawyers, representing each of the 10 states bordering the Mississippi River, will compete in the contest based on the episode from Mark Twain's well-known book. Saturday launches Let's Play Tennis Week, too. Sunday is Independence Day or Fourth of July, the United States' 195th birthday.

It will be marked by parades and other celebrations, as will the following day, too. The official Independence Day Commemoration at the nation's birthplace, Independence Hall in Philadelphia, is scheduled for July 5. Next Sunday also is the birthday' of Calvin Cooldige, 30th U.S. president, born in 1872. Sunday begins Safe Boating Week, too.

The birthday of John Quincy Adams, sixth U.S. President, falls on July 11. He was born in 1767. CHAIN LINK NORTH BRUNSWICK An all-day conference on ways to improve the health care delivery system will be held here Wednesday, beginning at 9 a.m. at The Holiday Inn on Route 1.

Dr. James Cowan, state commissioner of Health, said the conference will bring together state and federal health officials with members of the medical profession, hospital administration, organized labor, health insurance carriers, and community groups "in what may be the year's most important meeting in the interest of improving health care services." Sponsored by the state Department of Health, the conference will study new concepts for improving the delivery of health care services, with particular emphasis on the health maintenance organization. "These new concepts can "possibly provide broader health care benefits than are generally available today in New Jersey through typical insurance plans and could result in dramatic reductions in hospital usage and reduced costs," Dr. Cowan said. A health maintenance organization utilizes group practice by multi-specialized physicians and other health professionals. It differs from the standard fee-for-service system in that the group is paid a flat fee in advance by enrollees. The fee entitles those enrolled to diagnostic, preventive therapeutic and rehabilitative health services. Dr. Cowan said such an arrangement would not necessarily replace the present system, but would give consumers a choice between the traditional fee for service system and health maintenance.

The state Legislature recently passed a measure that gives the Department of Health jurisdiction over the planning and construction of health care facilities including health maintenance organizations.
