SMALLPOX WORSE THAN LEPROSY Comment Caused by the Way George Raschid, the Syrian, Has Been Shunned in West Virginia and Other Places. Spirit of Dark Ages Prevails Toward This Disease--Lepers Starving.

He declares leprosy is hereditary rather than contagious. His report comes in the nature of a rebuke to the authorities of a dozen cities and to the public at large for Hie treatment accorded George Raschid, who has been erroneously named RosseUU'the Syrian leper from Beirut, who is living in the mountains near Elkine, AV. Va. So far as is known, nothmg la being done to get the stricken maa either-to Syria or to an Institution in t'hia country Where he may receive treatment. The dread with which he is regarded at Bl- klns is unabated.

Has Treated Many Lepers. Dr. Plumacher was appointed to Maracaibo in 1S78. uhere. In Jointure with his duties as consul, has constantly observed leper cases and their treatment, and has experimented in no small way.

In this he has had the benefit of correspondence with tho most advanced scientists of the United States and Europe, and It was through his efforts that the tua" plant, used in treating the dls- is now planted all countries have leper stations. LOCAL I A I A With the exception ot considerable activity in Mitchell Mining, yesterday's meeting of the Washington Stock Exchange was exceptionally dull. Railway Common and Gas, which had been to the fore during the week, were relegated to the rear for the time being. After closing on Wednesday at 4 5-8, Mitchell Mining started off with a trade of a 100 shares at 6 1-4, followed by 300 more at 3-8.

After call, a hundred brought the same figure at a sixty-day option and another hundred 5 1-2. The close was 5 1-4 bid, -with 5 1-2 asked. The trading was due to arbitrage between the local market and New Jork cufb. In the bank stocks National City again reaped tha benefit of its last report and advanced another point to 139. This was after five shares of the stock traded at 139 3-8.

The Union Savings Bank will occupy Its new quarters in the old Fourteenth street wing of the American Security and Trust company about October 1. About J30.000 has been expended in Biting the'bulldlng for the use of the bank. The Washington Savings Bank, control in which was recently acquired by the Union Savings Bank, will also move into the building and change its name to the Washington Exchange Sank. This bank will take on all the savings 'business of the two institutions, and the "Union Savings will do a commercial banking business entirely. B.

Quincy Smith has been chosen president of the latter Institution, succeeding his father, the late Francis Smith. When the new building IE opened It will have a night savings bank, which will continue from 5:30 in the afternoon until 12-30 a. m. The venture win be along lines similar to the night banks of New York, and will be a novelty in Washington. WASHINGTON STOCK EXCHANGE.

DIRECTORS INDICTED. Five Officers of the Chicago Institution Are Charged with Chicago. Sept. grand Jury today returned indictments against the directors of the Milwaukee Avenue State bank, of which Paul O. Stensland president.

Primarily, the purpose of Mrs. Oelriche' Western trip, Which was contemplated before her husband's death, is to confer with local people regarding a big realty deal in which it Is reported that E. H. Harrlman, of the Southern Pacific Company, Is deeply concerned. It Is the sale of sixty blocks of property on the northern boundary of the city, commanding one of the largest pieces of water frontage on the bay, and forming a key to a transportation, situation that would be of Incalculable advantage to 'Harrlman In his ooming battles with Gould and possibly Hill, for future supremacy on the San Francisco peninsula.

Mrs. Oelrlchs has received an offer of $1,200,000 for this piece of which Is her last holding of the original Pair estate. In laying his wires for the acquirement of tho Fair property Harrl- man has in view a plan for another railroad gateway into San Francisco, and one that, will more quickly reach the business portion of new San Francisco and Improve his position against competition In securing the bulk of the grovern- business emanating at the Presidio. With Mrs. Oetrlohs' water-front in his possession he will transform It into a nig terminal point and will then commence building In a southwesterly direction toward his main const line, using rights of way he already has at Ingleslde to aid him in carrying out his scheme.

President Peabody, of the Mutual Life Insurance Company, sharply answered the charges brought by, ex-Judge Alton B.

Parker, against the company in his letter to Bishop C. McCabe, of the Methodist Church. He said that the facts were not as stated in the letter, which, he asserted, misquoted the testimony taken before the Armstrong 1 legislative investigating committee. President Peabody said that "It Is hardly worth while to discuss the let-' ter," and, further, "that it is impossible to understand how he (Mr. Parker) could have made the statements therein made unless he was laboring under the densest ignorance of the facts."
