Maurice W. Rowland, superintendent of schools, listed the problems yesterday in his monthly report to the board.

He said the influx of pupils at the high school will cause "severe problems in scheduling and programming, even with the use of the second shift, stagger schedule." Rowland said the enrollment will "exceed the relief anticipated by the withdrawal of some of the Edison and Piscataway (Township) pupils." The board will be notified if extraordinary-steps must be taken after registration figures are examined next week, said Rowland. He also suggested meetings between the board and sending districts to review the situation. Rowland described the enrollment at Bayard and Lord Stirling schools as "most uncertain." Many families have been dispersed because of redevelopment work now in progress in the downtown area served by the two schools, he said. The superintendent said Miss Helen Read, principal of the two schools, has presented organization plans but enrollment figures were necessarily based on June enrollments which will be changed. Rowland said it appears that pupils will have to be transferred between the schools.

He recommended that "until the character of the area below George Street is more certain, the board should move cautiously in the interest of economy Any major changes might involve an unnecessary expense, said Rowland. The junior high school cafeteria has long been a problem, Rowland pointed out. In an effort to ease that situation, the principal has been given permission to require pupils living within "easy walking distance" to eat lunch at home. Rowland said tentative approval has been given for a plan which would require at most walk of six-tenths of a mile from home to school. Exceptions would be made in cases of physical inability or other hardships.

The superintendent said that while this plan would relieve overcrowding, other problems would arise: Difficulties on stormy days, caring for early returnees and traffic hazards.
