He ad- vocated a policy of universal military training for six months every year for boys of 10 and upwards, instead of three months provided in the general staff bill.

Hawaii Key to the Pacific. "We can have peace In the Pacific on our own terms," said Gen. McAndrew, "if we effectually control the canal and the Hawaiian Islands. Otherwise it will be on terms of the other fellow. Especially should we protect Hawaii, as without it Japan or a combination of eastern Asiatic powers could secure the key to our communications with Asia and the Philippines.

"It is especially important to have strong: military defenses there, because in case of war on the Pacific, we would not at first have a preponderance of naval strength. The army must maintain the islands until reinforcements are brought by the Atlantic fleet. With one division and the shore batteries, we could keep a navy off for some time, because of the few landing places on the islands Division for the Border. He recommended a complete division each for the Panama Canal Zone, Hawaii, the Mexican border, and detachments in the Philippines, Alaska and at principal harbors for defense purposes. Gen.

McAndrew regards the Philippine Islands as of little strategic importance. Discussing the probable effect of a league of nations, MaJ. Gen. McAndrew belittled Importance as a means of ending war. the committee was told by Gen McAndrew that in the Meuse-Argonne battle Germany lost practically a division a day, and that in 47 days' battle Germany employed nearly 50 divisions of men in an effort to check the American victories.

Boys Accused of Mischief. Two white boys, about 8 years old, were arraigned before Police Justice Thompson yesterday on a charge of 1 breaking into Washington Public School for boys Sunday.
