Provisions were made for an inspection of provinces by British commissioners "whenever the Chinese government was confident the growth of the poppy had been stamped out in these provinces Upon the ratification of the Chinese report' by British commissioners provinces were to be closed to Indian opium Already all the provinces of China have been declared closed to the foreign Opium trade with the exception of Honan Shensi Yunnan Kweichow Kiagsi Kiangsu and Kwangtung Canton in Kwangtung province and Shanghai in Kiangsu province are the chief opium 'centers in China Of these Shanghai is more important 'in the opium trade than Canton and is the center from which the Opium Combine and the Opium Guild: direct their activities Statistics on the opium trade are imperfect and misleading While the smuggling of opium has been greatly reduced since 1907 it is still estimated that more than 5000 chests of 133 1-3 pounds each are smuggled into China annually The legalized opium traffic has been greatly reduced through the arrangement with Great Britain In 1888 the traffic in imported opium aggregated 86(312 chests The amount of opium imported legally into China agreement to forbid the importation of Indian opium into the republic British officials in China would gladly welcome an extinction of the Chinese opium production and the consequent ending of the importation of opium from India Reformers throughout the world have urged that England should have absolutely forbidden the importation of Indian opium into Chirfja years ago and have attacked the agreement whereby Great Britain agreed to reduce the importation proportionately to a reduction of the Chinese production of the drug However British officials have consistently acted upon their government's view that the sale of Indian opium in Chirta and the production of Chinese opium should be lessened gradually and finally extinguished simultaneously No announcement has been made by Great Britain as to" its probable attitude towards the Chinese opium situation at the close of the year 1917 Unless there be a decided expected strengthening of the central authority in China the extinction of opium production this year seems quite unlikely As long as China produces opium England undoubtedly has a right under its agreement to permit the importation of opium from India in spite of the fact that opium will have no legal status in China under Chin gia and Florida and since in some of these states there was only on contestant Florida is to be exceptionally well represented The winners in the
