The navy department accordingly has made permanent a temporary order that unless some way Immediately Is provided to defray expenses of the enlisted men and pay for fuel for ships there will be no participation by ships under the control of the government. Stone, United States navy, who lias charge of fuel for the navy department, lias culled the attention of the exposition authorities to the lack of funds for the naval parade and in the absence of reply is going ahead with other arrangements for summer cruise of the Great fleet. It was planned to have (he Dubuque, at Chicago; the Gopher, at Duluth; the Yantlc, at Hancock; tlie Don Juan de Austria, at Detroit; Essex, at Toledo; Dorothea, at Cleveland, and the Wolverine, at Erie, act as a convoy for tlie historic Niagara on a trip from Erie through the Great visiting all priu- cipal ports.

a Among cities that were to be visited are Cleveland, Detroit, Toledo, Green Bay, Chicago and Milwaukee. The trip was lo begin about July 1 and wind up at Put-in-Bay, Sept 10. The expenses of such a trip, according to the navy department, would be about $200,000. Most of this money would be expended in paying the enlisted men of the tleet. The high' er ranking officers probably would serve without pay, receiving their subsistence.

The only other expense outside of the pay of the enlisted men would be that lor fuel. In the correspondence with the navy department several plans have been suggested for raising funds.4 According to advices received at the department from tlie Perry commission, all state and national funds received for the exposition have been expended for the movement and the land show. One plan proposed for raising funds to pay the expenses of parade was to assess the cities which are to visited by the fleet. If each city would contribute from $25,000 to $30,000, the entire fleet could participate in exposition. if funds are not provided for immediately fleet will rendezvous in Tiunder bay, off Alpena, Aug.

11, the summer practice will be conducted. While the authorities at the navy department are willing to assist in making the Perry victory celebration a success, they say from a tactical standpoint the exercises at Thunder bay are more desirable. It is planned to conduct maneuvers and drills on a more extensive scale than has ever been undertaken on the Great Lakes. Before or after the fleet maneuvers ships will be required to conduct target practice. The ships to enter into a contest and it is proposed i to award a pennant to the'crew making best record.
