STROM OPPOSES LIGHT PLANT Declares He Believes Generating Cost Estimate Low BRIEFLY TOLD A rather spirited argument between Atty. Alger Strom on one hand and several city commissioners and the city manager on the other, resulted at the commission meeting Tuesday evening when spectators were invited to ask any questions they desired pertaining to the proposal to construct a municipally owned electric generating plant.

Commissioner C. K. Hawkins had just concluded a brief review of the situation which resulted in the commission's conclusion to place the proposal to build before the taxpayers when Atty. Strom asked Mr if he favored municipal ownership because it would "be a benefit and saver to Gladstone residents or because of personal Commissioner Hawkins replied that, he believed the installation would result in a decided benefit to everyone in this city. Atty.

10, Baltimore. Md. At a election on January 19 tho voter, or not a taxpayer, is privileged to vote on three amendments to the Gladstone city charter. Tho following a brief explanation of these amendments and of the ren- for their being submitted to the voters. The first amendment Is the addition of a paragraph allowing 1 the city to issue revenue bonds, payable from utility revenue.

While the charter contains a reference to this type of bond there Is no place in it where the city is specifically authorized to issue them, although it was probably the intent of the framers of the charter to them. For this reason, if the taxpayers vote for the construction of a Diesel plant it necessary that this amendment also be carried so that the city will have the express authority to issue bonds to pay for tho plant out of its earnings. The second amendment relates to the provision's of the charter governing franchises. The chapter on franchises now covers all franchises which tho city might iflnie, and contains a number of restrictions and conditions which must be met before a franchise could be given. Under the state law it is necessary that any issue of revenue bonds contains a franchise in the event that the bonds are defaulted and the mortgage foreclosed.

The bond ordinance to bo voted on contains tho franchise provision but it is impossible to pa the bond ordinance with this conditional franchise and still comply with the conditions of the charter as it now Ftands. One example of this is the provision that the franchise must he accepted by the party to whom given before it can be granted by the city. Obviously, should this ever become necestary, it would then be granted to tho purchaser under the foreclosure and there is no way of now telling who the purchaser might be. For some reason this amendment Is offered to ex empt a franchise contained In a revenue bond ordinance from the provitdonH of the charter relating to franchises In general. The charter proviplons are intended to relato to franchises granted t( private corporations for the 1 streets for utilities and could not have been intended to cover thin case.

The third amendment, not con nected with the Diesel plant, is In relation to the right of the city to lease or sell land which is needed for any public purpose. The charter provisions relate largely to property used for utility and to the utilities themmlven Lut Include a phrase enumerating parks and other city land. This amendment would eliminate parks and other city land from this restriction except where the deed of purchase provides that the land may be used only for park purposes, as Is the case with our tourist park and most of the east park. Gospel Mectinpx Will Be Held At Church will Three paving projects wore approved by tho city commission following public hearings during a regular meeting day eve ning. All are proposed lor construction during the coming tpring and summer. Tho projects include Delta avenue, Eighth to Eleventh street; Seventh street, Delta avenue to Wisconsin avenue, and Eleventh street, Delta to Superior avenue.

A petition opposing the paving of Delta avenue was presented to the commission and read at the hearing. It bore the names of the owners of out of 72 lots which will be affected by the improvement but only 34 were recognized by the commission. Two of signatories earlier had requested their names be stricken from the petition while a person, other than the legal administratrix, had signed for property in an estate. O. C.
