Blackburn; Keed, and Stenger present. 4KV- PACKARD ts recalled to produce a number of pa pers to which lie referred in his testi mony on Saturday, including the returns the election, promulgating a joint resolution of his Legislature calling for Jroops, etc. i Witness did not have a copy of the lovcrnor's: letter transmitting the joint esoluticni promulgating' the returns of he Democratic committee. Did not jtriVe the names oj three 'men from the leventh ward Whose names were put ipon the roll' of the Nichols House, but howed that three Republicans were j'lected.

This change was essential to make a quorum in the Niehols IIouse. When Kellogg was elected there were seventeen Senators present and sixty-six members of the House. In reply to a question by Mr. Stcnger, as to wnen ne nrst netiru p-t the uqtect in the certihcate of electors, he replied, when Gen. Anderson returned from Washington.

I was not present during the preparation of the new certificate; was at the Custom House at that time; fcaw very litfle of these matters; gave P. Han ia authority, as my attorney, to feign the protest for me of the poljs and Parishes; thinks Gov. Kellogg ttmiiea some protests asj elector; cited section three of the i'lection law -of 1S72, authorizing candidates to make such protests, lie des cribed the' difference between the protests made by election officers ftnd the kind of protest he made, which inerelv re quested the Returning Hoard tb defer action until he could be hearxi. He did not consider fcuch paper as protests! had a conversation with Marshal Pitkin in regard to matters to be fonsidered by the iieturn-Sng Board, in regard to Anderson's protest. Pitkin told him Anderson wished (to reclaim the protest, but he (Pitkin) re-Ifusetl to return it- to Antierson.

At that Itime my attorney (Harris attended to all platters for me. Kellogg was a candidate for Senator several months before the jelcction. 1 supported him for the long perm. I never made him tiny promises of Isupport. He never asked me to make Unv.

Mrs ul house one morning and told him she was going to Washington, Don't recollect any special conversation with her in Washington in Februarv. (Mrs. Jenks made some reference: to the biherman letter. My 1 impression is she aalked mysteriously about it. The im pression she made.on my mind was.

Jenks intimated t-o me that she anted me ap pointed Collector, but I. especially requested her not to speak to any -of the officials on the subject. I did not wish any lady advocates; didn think such influence woultt do me any goml. She assumed, in her conversation, that I would give her husband a place in the custom house if I was made Collector. Alluding to the time when the Visitinir statesmen were "here, the- witness: stated he had no conversation with Sherman in reference to Weber and Anderson, although I talked a good deal concerning thii intimidation: in their parishes.

I was somewhat uneasy for feiir that Anderson and Weber would not, stand up to their protest. If the returns, trcm East and West Feliciana had alone been; thrown out, I would not have had a majority. am not able to state that I knew before the Returning Board began its session that the counting of 4iie votes in the State ainl in the five" parishes would result in, the defeat of the Haves electors and myself. Got estimates from Mr. Blanthard and others, during the coming in of the returns, hi regard to certain parishes, but only as a mutter of interest.

I don't think "thev knew what restilt the Board would reach, and I do not believe she Board went into session to achieve any previously arranged result. I discovered that there were more vbtes in the dlot-boxes for my opponent than for myself. Didn't know whether this was before the Board met ior not. Loos, July A bitter has Iwen raging in East St. Louis, between MaTor Bowman and. the Metropolitan Police, authorities, for some months. Chief Renshaw of the Metropolitan Police took forcible: possession of the city engine house which was called the city prison and had been police head-quarterf, and has retained it ever since, although repeated demands have been made for its restoration by Mayor Bow, man and City Marshal Walsh. Yesterday noon Marshal Walsh learned there was but three men at the Metropolitan headquarters and thinking it a good time to capture the city property, his force, twenty-two in number, and from his own headquarters at the market house on the opposite side of the block, made a dash for it armed with clubs and revolvers.
