Neb. AP)-A Fremont man was killed Thursday in a hit-run accident on the northwestern outskirts of Omaha. The victim was identified by a spokesman for Methodist Hospital as Duane R. Kern. 41 A witness said a 1973 car with a white top over red or maroon body, made a left turn in front of the cycle at the State Street intersection on Highway 133 and the collision occurred.

Memorials to St. John's Lutheran Fowler Seeks Study State Sen. Steve Fowler, a member of the Legislature's Urban Affairs Committee, says he is reviewing the statutes on campaign spending and disclosure in light of some questions raised recently about the Lincoln Chamber of Commerce. Fowler said he had a copy of a letter dated July 15 addressed to the Secretary of State, raising a series of questions with regard to filings by the Chamber in connection with a $5,010 contribution made to a political committee in the last Lincoln municipal election. He said the letter, signed by 11 Lincoln citizens petitions the secretary to look into the matter.

At issue is the question of whether the Chamber or some of its members may be in violation of a law which requires that corporations -which contribute to a political committee, file the amount and recipient within five days of the contribution. The law also stipulates that such contributions cannot be made within six days before or after the lee election. Ralph Englert, deputy secretary of state, said the office is only a filing agency in the matter and cannot begin an investigation. He said he did not know whether the secretary, who is out of town, has received such a letter or not. Fowler, who is taking a broad look at all state campaign spending laws as part of an interim study, says he is concerned, first, that some violation may have occurred and secondly that citizens may not be getting responses to their requests for investigation of alleged violations.

Public Works Director Bob Obering told hesitant Council members last Monday to consider the ordinance carefully, because federal regulations will require Lincoln to adopt a projects "action plan" by Nov. 1 anyway.

Commenting on Obering's remark, Kelley said the "action plan" might not be retroactive, adding, "don't let them (city officials) trick you." Also discussed was the $5010 contributed last April by the Chamber of Commerce to support the Committee to Oppose Amendment Two in last May's election. The committee opposed the Amendment, designed to end the radial project. The money was later replaced by several Lincoln business interests.
