.48 45 Wednesday Salei Tuesday Sales 13,540,000 NEW YORK (UPI) An early rally attempt faltered Wednesday as prices drifted lower in sluggish trading on the New York Stock Exchange amid concern over the nationwide coal strike and the recession. The Dow Jones industrial average, ahead more than 3 points at the outset, was off 1.33 at 595.28 shortly before 1 15 p.m. EST. Standard Poor's 500-stock index was down 0.12 to 67.05. Declines overtook advance, 529 to 477, among the issues crossing the tape.

The three-hour turnover totaled 6,780,000 shares, compared with 8,560,000 traded during the same period Tuesday. Investors were reluctant to bid, analysts said, because of the uncertainty over the United Mine Workers vote on a new contract. Wall Street has been fearful the miners, now in the fourth week of a crippling nationwide strike, would reject the new pact and further damage the faltering economy. Results of the balloting, extended because of bad weather, are expected Thursday. Wall Street is growing discouraged with President Ford's approach to the nation's economic problems, many analysts said.

A Ford spokesman said the President still is opposed to a gasoline tax, although he said voluntary conservation measures are not working well. wnippny 5 i.
