Dcrwinski, blaming the Senate for "most of the chaos which characterized stigmatized the 91st congress," said Thursday he will propose a constitutional amendment to cut Senate terms to four years. The present six-year term, Derwinski said, "largely insulates a senator against immediate public "Right now, a senator has what amounts to a four-year lioliday during which too many of them become smitten by illusions of grandeur," Derwinski said. "Then in the last two years of lis term, a senator concentrates on adjusting his views a little closer to his constituents. Once re-elected, he again becomes a Washington performer, confident he can operate as he pleases for at least four years of his term." Derwinski admitted, however, there is little hope for passage of his proposal. Congressmen serve two-year erms.

Two Sportsmen Die On Jake-Off Of Light Plane SAULT STE. MARIE, Ont. (AP) Two American sportsmen died because the canoe ashed to their light plane caused it to crash on take-off in gusty weather, a coroner's jury ruled Thursday. The bodies of Sherwood Johnson, 54, of Remus, and Jon Jones, 26, of Woodridge, 111., were recovered May 30 from Reflection Lake, 50 miles northeast of Sault Ste. Marie.

And, alas, there was the com- Court Rules In Favor Of West Pointer's Discharge NEW YORK (AP) West Point senior Cary E. Donham of New Baden, 111., who has been denied an honorable discharge from the U.S Academy as a conscientious objector, won a stay of active duty Wednesday on technical grounds. The Circuit Court of Appeals, reversing a Sept. 3 decision by a district judge, held that Donham, first cadet at the United States Military to apply for such a discharge, was not given processing that complied with Army regula- ions. The appeals court stayed ac- ive military duty orders for Donham, "pending further proceeding by the Army." The three-judge panel found Army omitted requiring a recommendation on the case 'rom the cadet's company com- mander, and upheld the claim of Donham's lawyers that an army officer who heard the case was not familiar enough with conscientious objector policies.

Donham resigned from the Academy last fall. Should he lose his case, he faces a three- year hitch as an enlisted man. The Army had said Donham did not seek to drop out of the Academy until his third year was ending and found his claim as a conscientious objector lacked "depth of sincerity." The appeals court indicated agreement that the Army's refusal of a discharge had a basis in Donham's late claim. But the court called for a new hearing officer, new proceedings and inclusion of a recommendation from Donham's unit commander. Savings Bond Redemptions Exceed Sales WASHINGTON (AP) Sav- ngs bond redemptions exceeded sales by $245 million last year the Treasury Department reported Thursday in noting a declining trend of redemptions by individuals savers. The department said sales series and bonds including freedom special issue withdrawn from sale last June totaled $4.82 million. Total redemptions in 1970 were just over $5 billion, reduc ing the net of redemptions over sales to $396 million.

That compared with a net of $724 million in 1969. Total series and bonds outstanding at the end of last year were $51.84 billion compared to $51.54 billion in 1969. December savings bonds sales were $394 million, the highest sale for that month in five years. xly.
