The decision was the second in four months by the U.S. Court of Appeals ordering the Federal Communications Commission to review its policies regarding commercial content of children's television. In June, the court ordered the agency to review its 1984 decision that lifted advertising limits on children's TV programs. In the latest decision, a three-judge panel struck down the FCC's rationale for allowing a Los Angeles TV station to run a children's program produced partly by Mattel Inc.

without announcing the toy manufacturer as a sponsor. Peggy Charren, head of Action for Children's Television, said the decision once again faults the FCC's belief that a marketplace unencumbered by federal regulation will adequately police children's television. Thinking it was snow, the children played in the fallout O'Rourke has done a fine job of piecing together the sad story with clips from 1950s U.S. propaganda films and newsreels and from recent interviews with survivors. The scenes are introduced with written background narrative and an eerie slide-guitar accompaniment.

Whether or not there is any truth to the frightening allegations that the U.S. intended to use the victims as guinea pigs, the film is an expose of American self -superiority during the last 30 years. In a government film, islanders who were brought to America for medical tests after the explosion are called happy savages, and President Reagan, in a congratulatory message on the eve of the Marshall Islands' independence from the United States, unwittingly refers to the islanders' "special relationship" with America. Radiation victims The film derives its title from the period it takes a toxic substance to lose half of its potency. The half life of radioactive elements released in the Bikini Atoll explosion is 30 years, but many of its victims didn't live that long.

Islanders interviewed in the film describe miscarriages, birth defects, physical and mental disabilities, cancers, tumors and other abnormalities that were never seen before March 1, 1954. KLMS is the second station in the country to join the Progressive Music Network in Minneapolis, which transmits its New Age program, called "The Breeze," by satellite.
