Twenty-three states ranked above awarded in self 'help grants for park projects Ten neighborhood organizations, one community center and the Lincoln Jay-cees will receive a total of $30,000 in self-help money to improve 11 parks and a playground, the office of Mayor Bill Harris announced Monday. The projects were chosen from among a much larger number proposed By 16 organizations and seeking up to $147,000 in help, according to Bob Wright, assistant superintendent for planning and construction, Parks and Recreation Department. Wright said the money will be used to purchase equipment and materials so the organizations can do the work to improve their neighborhood parks or other recreational areas. He said the awards ftuige from $500 to $5,000 in approximate yalue. Paul H. Howe, 79, who lived at Gra-mercy HilL 6800 A St, got a ride to an area near the lake and then walked in, leaving his coat on the shore, said Lancaster County Attorney Mike Heavican. Death was caused by hypothermia, according to the coroner's report. Chief Lancaster County Deputy Sheriff Tom Casady said Howe had been in poor health. Acting Douglas County Coroner James P. Keenan said the victim was Alberta Moore, 79. Authorities said she was dead at the scene.

Her grandson, Jonathan Neff, 4, and his mother, Marva, 43, were in critical condition at Immanuel Medical Center, Keenan said. The husband and father, Dennis Neff, 40, was at work at the time. Authorities said a neighbor saw smoke coming from the residence and called the 911 emergency number. Firefighters found the three in the bedroom area of the house. Firefighters brought the blaze under control in 10 to 15 minutes.

Authorities at the scene said the fire may have started in the kitchen. L.A.P. gets grant to aid weatherization project The L.A.P. Community Development Agency has been awarded a $135,790 grant to supplement its weatherization assistance program, the Nebraska Energy Office has announced. The federally funded weatherization progam provides energy-saving home improvements for residents of Lancaster and Saunders counties who cannot afford it themselves.
