Urn Mil i 1 1 1 I i 1 I I passing through your comity my attention was tailed to an advertisement of a great republican rally to be held at the beautiful village of Lancaster, where all the Grant clubs of the city and county were invited and prom ised to attend. The call was signed by my old client, 1. L.

Wilde, as chairman of com-mittee of arrangements. Iiy tho way, some low democrat called him a carpet-bagger this i- not ho. I will vouch for him; be is a pious inuu and truly loyal. I should have supped in Buffalo had it not been for this meeting, for it is Dot true that I was alraid of Gov. Hev- inmr.

I wanted to seo how the republicans of Eric county, N. treated tbe groat questions of the day. Von know they claim that 1 not orthodox, althuugu i got the unani mous nomination for congress in my district. Well, they had several eloquent speakers to represent them, but every oue of them proposed to pay the bonds in gold. One of the speakers said wo cmild get the gold to do it with by melting the mountains; this is a good idea; I am in favor of that plan.

He did not tell us where we could get the help and obtain capital necessary to so great an undertaking, but I would propose that we issue 5-20 bimUs, payable iu greenbacks and not exempt from taxation. As to taxing the, bonds, all of tuo speakers se-med to be! opposed to that they forgot that my friend Cobb aud yself got a resolution through the house of prescntaiives, with the aid of republicans. hich provided lor the levying of a tax ou the i.iierertt of the bonds which would be equiva lent to the tax now laid on other personal property. Now, I can assure thti republicans Krie county that they cautiot posbibly car-r the county on a such theory as was proposed by their speakers bere, and why should t'ley try? Then again the oominte congress, Mr. Bennett, in his sp'eech tried to explain what he meant in another he bad made, where he eaid bo "was i.i favor of transferring the Erie canal to the general government." By transfer be said be meant simply that the general-government hould pay fur all repairs and that the Btate should retain control of its management." I tell you. Mr. Eaitor, huch words fail aud out Are not.

to be futiud in tho tli-mocraiic vocabula; As ('ol. Miller said to Brown al Lumly a Lane, when asked if he could take a British hattery which was down In tit its county wo have done nobly, consid ering the odds in numbers and influences brought to bear against us. The vote of this county has been increased 1.045 fince 1M66; of this we have 5s0 and they but 405; and to this extent have we decreased their majority JfiiO. But bow glibly and loudly they raise the cry of.frtiutf It reminds me of the cry of "stop thief;" sure enough. In this city and nearly all the election districts wheru tbey had control of tho election boards, gross frauds were perpetrated, and great injustice done, particularly to the adoped citizens ot democratic proclivities, and money used with- 1 out stint.

Every man wasd ruiumed up who had the ghost of a chance to vote, and put I thri'tfjU: the sick bed as robbed of its tenant, ami every pauper slum aud rookery ransack- ed tor voles. You know times are Lard, rauiiey scarce, provisions and ad the neces saries oflife high, taxes enormous and winter upprc-aching. consequently the poor, laboring man was easily approached: bis taxes were pttid and money besides, if he wou only vote the radical ticket. Score of votes were obtained in this way, which would have been cast for tbe democratic candidates, were the men suffered to vote as they desired. Whereas we were without funds, and had to rely upon our cucigy and the patriotism of tbe poor fatiiilv.

Iu regard to the injustice done adopted citizens, I will give you an instance or two, viz: All duplicate or triplicate certificates were refused as evidence of naturalization for the reason that they wore not accompanied with the pi oof of tbe original. You will at once t-ee the injustice and illegality of this without furrier remark. Again, all certificates much worn uli.li tbe seal stamped unon the naked p.er, aud much defaced, were rejected. I Could state many more examples, but these must suffice for the present. The radical manufacturers and others employing a large number of men, coerced every man whom they could approach, to vote tbe radical ticket or bo discharged.

This course wasot adopted by any democrat having men employed; but in every instance these allowed their men to vote as they pleased. This coercion was followed up by tho radicals throughout the state, without a doubt. Now. in conclusion, allow mo to say, that although beaten ire are not dismayed; in fact, we arc not beaten we went into the flght with 17.500 agtinn us, and have reduced it some 8.000, besides electing throe adlitional congressmen aud about eight or ten additional members of the legislature. Do you call this a victory for them? If Bo, what woultK a dc- 1 feat amount to? I tell them they are rejoic ing because their majority was not eutirely wiped out.

However, wo will attend to this rt mining portion of the job on November 3d. OMEGA. Notice to Pertoui Wlahlnsr to be Naturalized. To-day is the last day for consummating a naturalization which shall qualify a person to vote at the cominggenoral election. Every man who is a democrat in sentiment, who would assist bis adopted country out of her present diiemna, and who is entitled lo citizenship, should see to it that his right to the elective franchise is established, and that he is prepared to do good service at ballot box oa the 3d of not to A K4twli a4 iiUu la' i OIJRH.

The exhibition was a humbug on Its face ond gave general dissatisfaction. Such performauces aro about played out in this country. Mechanics' Isstitctk Ball. A Mistake. The Auburn A'etcs states that the committee of tbo Buffalo common council appojnte'd to investigate the subject, hare re-ported adversely to the Holly system, on the ground tbat steam fire engines are better adapted for the protection of a place of tbe sire of Buffalo. Tbe is mistaken. Tbe report of the committee was unanimous in favor the system. Street Compaints.

for for fur for whenever the water In tho river was impure- 'the gentlemen put their objection though It bad been proposed to make this use ol the reservoir for supplying all the water consumed in the city during the entire year, and they urge that this might not be very expensive to the city of Lockport, where the waste water from the Ene canal supplies the motive power, but certainly would be a very large additional expense to the city of Buffalo, with coal at six or seven dollars a ton. When it la considered that the proposition of ibe Holly company was to raise the water supply of the city to the present reservoir, a height of eighty feet in rare and exceptionable whle Messrs. Bell and Jnnbar areclamorinc lor more reservoirs at sn am tt.de of one hundred and twenty five feet, Into which all the water for tto city must be forced during each aud all tho days of every succeeding year, ths question of economy which they raise Is so decidedly: yunny that extended remarks upon it would be out of bth. Tho next complaint of Messrs. Bell and Dun- bir is that, "admitting the Holly system is all that la claimed for It, It does net obviate the moat Important difficulty which has been complained of, that of pure and clean water.1 In a subseomnt part of their comi munlcation these gentlemen Bay "the first thing for the commissioners to do is to bnild a tunnel, or esslrcnd the present obe a suitable dls? tsnce into the river, to get pure, cfcart water; build a new reservoir, of sufficient size and height of elevation for the wants of the upper parts of tbe city," ic Now It respectfully submitted tg these gentlemen whether their confession that even with multiplied reservoirs, It will be necessary to reach out further into the river to secure "pure, clean water does not suggest following their advice tn this particular will not provide for the same Inestima bio boon, der tbe Holly system? An earl, reply as may b- constant with other engagements would be very desirable Vtb Messrs.

Bell Dunbar are at a loss to conceive how the proposed alterations and improvements Of the water works, as proposed by the Holly company, should cost so much. They stand appalled at a prospective expenditure of $150,000 for machlnery.com petent to supply Buflalo with 30,000,000 gal Ions of water per day and supply her with fire prntefl tion, while they calmly contemplate aud actually recommend an outlay of half a million of dollars for an additional reservoir, which, wbn constructed, will not accomplish either of these parposea 10th. Having considered the material points In tha paper of Messrs Bell and Dunbar, and having shown, as we think, that however skilled ana competent tney may be In the particular branches of mechanics lo which they have devoted themselves, they would nfot upon questions pertaining to hidraullcs which thy have so slightly exnmined, be safe advisers of the common council or Buffalo, we leave the question under discussion for your decision npon its merits. I Social Organization' The St. Nicholas society. The St. Nicholas Society, whose title is suggestive of winter jollity, waa organized last evening, with a view to conducting a series of winter entertainments. It la composed of young ladies and gentlemen of well known respectability, who, for two years past, have given annual entertainments which proved successful.

The society waa formerly known as the Juvenile Tableaux and Panto mime Company. In their winter's programme is projected a Christmas entertainment, which will doubtless be very nice. McBtc for tb Hike. Wattle's band has been engaged to furnish the new skating Bink with music during the coming winter. iug th that time we leported IDe trial neiifeeu the works, and the steam fire engine 'i of this city, and alter as careful an examination as we cduld make, we did not hesitate to recommend the adoption of tbe system, in view of the guarantees offered by the Holly aifnu-failuring Company.

la this we agreed with the water commissioners, Messrf. Wells, Kog-trs and Ryan; with Superintendent Ketchum, with Superintendent Doyle, with the aldermen who investigated the matter with care, and, 'ndeed, we think with all others who have made themselves familiar with the workiugs of the system. On Monday last Mr. David Hell and Mr. Robert Dunbar, who accoinpauied the party to Lockport on the 9ib, pursuant to an invitation ol the common council, made a joint report to that body almost unqualifiedly adverse to the adoption ot the Holly system.

We were satisCed that Messrs. Bell and Dunbar either had not the time at lhir disposal, or had no wish to investigate tbo matter as it deserved. Hence we regarded their report at the time of its submission to the common council, and do now, us prepared without that careful consideration to which it waa entitled. The objections urged by Messrs. Bell and Dunbar to the Holly system are caref ully reviewed, and, to our mind, satisfactorily answered, in the following communication, addressed by the president of the Holly Manufacturing Company, to Aid.

J. W. Parsons, chairman of the water committee, and which will be submitted to tho common council at its next meeting: Office op thb Holly MaKrrACTUiuNo LOCKfORT, oct. Aid J. W.

Parsons Sib In behalf of the Holly Manufacturing Company, whose proposition for tho construction of water works is pendine before the common council of Buf- f.do. I respectfully beg leave to review a paper on that subject, pre-sented at Its lat meelinj by Messrs. David Bell and Robert Dunbar, in opposition to that nruboaition ith reference to the statements aud opinions of these geiillemep, it la to bo observed 1st. They nufurtnutely have not given the UoUy sy tem such an examination as enables them tu pro nounce a safe opinion upon its merits. They visited bockpurt on the 9th as staLed by thjm; spen three hours in the place, iuclndin one duvoted tu dinner saw eiht effective tire streams thrown at the same time by the pioneer and diminutive water works, by the II oily companynoticed a trial between a steam Are engine from Buffalo and the llolly water works, in which the most tney -j "inr.riH fnvora bly declined the Invitation wh: many of the invest-itratio' committee front Bitfalo accepted, to remain louder for further and riid examination of the Holly system, and then hurried away, as they declare, with the conviction Unit aufllcient evidence was not pro duced that Holly's plan wu suitanie for Iiuililo" In marked contrast with this hasty aud hiipsrflcial examination, which, either from inability or unwil Unless, they did not or could not prolong, Is the careful and patient investigation of the subjeet at Auburn as well as Lockport by the water commissioners, the superintendent of the water works, the chief of the fire department, the fire and water committee, and other memlers ot tne common council, and who as the the result.

certify that enfflcieut evidence kit 6n produced that the system woulu be applicable to the present and futui wants of Buffiilo If Messrs- Bell and Dunbar had the disposition and opportunity to make similar investigations they would duahtle- come to the same favorable conclusions. id. Tbe pnper of Me-srs Bell Dunbar is full of inaccuracies. They speak of the completing steamer ad a "small" one.while in fact it was ilio ''Ealc," the largest and best piston engine belonging to tho Buffalo fire department They say the steamer was "ran with low st earn.1' when the fact is the engineer in charge acknowledged that ho run her up to 220 lbs water pressure, which was as high us lire gauge upon ihe engine would indicate. If this statement Is ques oned, several witnesses who heard the statement will corroborate it Messrs Belt Dnnimr say tho ho-te is poor It to that, used by the w.Uer works and th1 pressuje upon it was the more severe on account of the uneven manner in which the ste vmer wa purposely run by the engineer.

They stale that the water works were ran with "full force when in tact they were gauged with reference to the strength of the hose, and did not at any time dur-iiu; the so called trial reach th ir maximum power It is pertinent to add In this connection that tbe wa er works pumps, euring the trJal.s applied the steamer wiih water through an open buLt, and ai the same ihrew fire streams in competition with her. through a four inch mtUo, successfully, and. those tre ims, as will lie certified to by the large couccut-m who were witnesses. were not line those ol tbe steam er. fli ul and spasmodic, but steady, nniform.and powerful enough to arrest a tire as well in Bo Halo as In L'K-bport.

3d. There ts an admission in the paper of Messrs. Bell Dnnbar in favor of the Holly water works, which is all the more significant because ihey subsequently endeavor in vain to explain it away They lucantiotWy acknowledge that "from the number of stream- thrown at once, we have no d-ubt that for fire purposes in a ci'y like Lockport, on even laHjeh cities, it is a very good stationary, fire It follows that as Buffalo is unquestionably a larger city Can the Holly water works, in the opinion or these gnl emen would be a very jjood fire engine for that larger city Start led, however, by the conclu sion to wbich this acknowledgment brings them, these gentlemen hasten to interpose objections. It is that they think it questionable whether it would be gate or economical to lay the city of Buffalo imder a pressure of from 130 to 140 lbs for fire purposes If in Lock port, Auburn, Minneapolis and other larger cities It is safe and economical, why not in Buffalo? The gentlemen present two reasons for'tnis exemption of Buffalo, These reasons or objections are, that the street mains in Bu.ff.ilo are interior and the plumbing defective. If were correct iu their as sumptions on both these points it would not touch the merits of the Holly system of water supply and tire protection.

But are they correct in their efforts to depreciate the value of the street mains and plumbing in use in the city of Buffalo? 4th. A to the strength of the street mains to bear the required preesure Messrs. Bell and Dunbar profess to have doubts on the subject. As a reason they state that it is a well known fact that the present mode of casting pipes npon end is for superior to the manner in which tbe pipes of the city are made It may strengthen the faith of these gentlemen to learn that the street mains in Lockport were like those in Buffalo, cast horizontally; that they were tested under a pressure of three hundred pounds before they were put down; that rfome of tbe pieces, by wsy of experi ment, succesuily withstood a pressure equivalent to nine hundred feet head; that the pipes have been in use five years.land that the fire streams thrown in the presence of Messrs. Bell A Dnnbar, on the Mih of tktober, flowed through street mains cast precisely like those now in use in the city of Buffalo, and which they would have the common council believe are insufficient to bear a pressure of one hundred and thirty or one hundred and forty pounds.

Against the statement of these gentlemen that the engines and boilers now id use are the really only valuable part of the present works' is the opinion of the superintendent of the water works, Mr. Ketchum, who nnhesltating-ly declares his opinion that tbe will withstand the increased pressure required In connection with the Holly plan, since that pressure will be only about one hall the teste applied to thein before they were put down. In the purchase or tho water works, nhe common council have declared their concurrence with Mr. Ketchum In his opinion that tbe street mains as well as the engines and boilers are valuable, aud need not be replaced with pipes cast vertically as Messrs. Bell and Dnnbar would have them believe.

If these gentlemen, in addition to their three hours Investta tion at Lockport Including dinner would extend their researches to the cities of Auburn and Minneapolis, they will ascertain that the mains in both those cities in connection with the Holly water works cment. confessedly Inferior to iron for strength, and yet they satisfactorily bear the pressure for water sup ply not only, but the increased pressure for fire protection In view or this it would seem that Messrs. Bell and Dunbar might reasonably dismiss their apprehensions lest the iron pipe in Baflaio should not. In connection with the Holly machinery, meet the requirements upon It. 5th.

The other objection In relation to the plumbing In the cby is not so serious a question as Messrs. Bell and Dunbar represent, and they seek unnecessarily to alarm her citizens by a vision of bursted and property destroyed They say "the lead pipqs now in nse are If this be true, the plumbers have wronged their employers in putting in their work, for under either or any system lead pipe used for purposes of plumbing should be tluck and atnyng. So bras the plumbing In Buffalo conform to this con dition, the application of the Holly system will not involve any trouble, danger or expense, ho far as Messrs. Bell A Dnnbar may be correct in charging that tho plumbers in Buflalo have used (Am lead pipe, tbe use or a Bafety-valve Invented by Mr. Holly, which can be very easily and cheaply applied, will effectually aecure the dwellings in which defective plumbing has been placed from anv Ininrlons eon.nn.

During their b.Ief suy in Lockport this method of remedying weak plumbing ws pressed noon the at tention of those gentlemen, and their neglect to make any allusion to it, does not speak well for their candor, but rather bespeaks a determination to make out a case by ouxooaelT emit tine tvi lis part admirably; Mr. NiiNan did all i hat i dealing desti uction through their ranks "I'll wis required ot htm as the 11 but good- try, Mr," so that's our motto; We'll try. rio le.uud Ftitlur l't; Mr. N.
