Consider: In. the just concluded November ratings sweeps, the local news on WTHR came in last in all time periods. In fact, at 5 p.m. it was in fifth place behind "Full House" on WTTV and "Mighty Morphin Power Rangers" on WXIN At 6 p.m..

it was fifth behind "Full House" and "Roseanne." Yet this is the station that's going to program an all-news and public affairs channel on area cable systems beginning Jan. 1. You'd think that would drain energy and manpower from an already endangered news operation. Not so, says Channel 13 general manager Mike Corken. "We think it's a good promotion device for Channel 13 News." The idea is to rerun Channel 13's newscasts "with updates and expanded coverage at unconventional times on low-power sister station Channel 27.

Corken said. sports, Corken said. He's exploring the possibilities of carrying high school soccer, the state wrestling championship and high school basketball. "We're concentrating on things that are not on other stations," he said. Channel 27 will be carried by all area cable systems except American, which had no available channels, Corken said.

He expects to get on American as soon as that system expands and updates its facilities. But. not to fear, said Corken. The station's signal will be sent over-the-air to cable systems in Greenwood. Anderson and Lebanon, and any household in between should be able to pick it up.

He said the signal should reach the Eastside also. As it now stands. Channel 27 will reach 208,000 cable subscribers, Corken said. 'That's a market the size of Montgomery, Ala." I hope he keeps his show on for a long time.

L.S. White turned 17 on Nov. 27, so he is growing out of his image as an early-teen nerd. "Family Matters" has been on ABC since 1989, which has been a long, successful run by current situation comedy standards. Offensive You have to admire President Clinton's determination and versatility.
