They meet in their various wards to vote on the question whether we are to have a new city hospital or not.

The olone. we are assured by respectable physicians, has become very inadequate for the public wants, and IU contracted aeeeauno-datiens causa great suffering to the inniatee, and is a reproach to the city. There ought to be a full vote on the subject.

Aboat Clethea. If eovldkaaaowa that tiun iBcvuaon cvnneenos) Between a toting skirt and a tilting alspoaltioa between a bast slightly swelled by artificial and a propenaity to barat the boundaries of good behavior between, to abort, a drapery In Pe act unlike that worn by Improper perstms, and improprieties ef conduct, there might be grounds for alarm. But the question would still stand to be answered: which of the two phenomena Is the cause, and which the effect does the outward appliance generate the inward iuality of which misbehavior la the -nl feaUUon, or does the Inward quality prompt the outward appliance? And until this euestioa Is answered, we are destitute of a sound beats for the desired Induction. The tolerance with which women regard the sartorial changes manifested by the lords of the creation, and the fopperies and puppy, isms which they exhibit, is in curious contrast with the throes and qualms which the Jords aforesaid suffer on their account. We never beard of a woman having her moral ensfbiHUes disturbed when gentlemen have fallen to emulating the freaks of Parisian exquisites, nor of suggesting the similarity of their costume to that of French roues and debauchees. Perhaps it is not so much because the women are obtuse in their moral perceptions, as because they do not own the newspapers, and have no vehicle through which to make manliest their virtue in this regard and department.

If this the reason, the men should be lenient. To take ad-Tantageof accidents to overcome the weaker party, la unkind and unmanly. We will say little of the masculine foree of that mind which is cast from Its balance at the sight of a petticoat an inch shorter than the common run of petticoats, or of a calf which suggests the suspicion that it has been swelled a little by artistic contrivsnees. What business have they to be looking after such things? No man who does not see them, Is in any danger of being led astray by their seductions. In fact, we never knew any body troubled on his own account; it was only on the account of that very questionable sad problematical somebody whose power to resist temptation Is leas thsn his' own.

This is probably the reason why the paterfamilias usually monopolizes the lorgnetl while the ballet is being performed, when he takes his family to the opera. Being pretty firmly fixed in his principles, and pretty well worn with his practices It is surprising what a connection there is between the two be can stand it; but with those who have enjoyed neither his culture nor his experiences, there is no telling. If a standard of morals in dress could be established, we would certainly advise all 'to conform. So long as there is no such stsndsrd, there Is no rule to Judge against which all are not at liberty to protest. People exhibit their want of good taste by dressing eccentrically; but we revolt-at the conclusion, so often thrust Upon the public by pseodo-reformers, that an incorrect taste in dress is proof of unsound morals.

Where there is so much loose money, there will be large xpenditures in clothing, and rich textures worn. We do not sorrow over it; and of the two extremes of laviehness and parsimony, the former is greatly preferable. The Gas Qnestioa Again Before the City Council. The readers of the proceedings of the City Council, published in the Enquirer yesterday, perceived that the interminable gaa question waa again before that body. H.

J. If i the President of the company, proposes that if the city will, for some reasonable time, suspend the privilege or purchase it has under the act of 1841, the company will bind itself to furnish gaa, not exceeding ten per cent, lower than the average price to private consumers of any ten cities of the United SUtes, the Utter to be selected by the IT the privilege of pur chase ts suspended far eoataidarable period, the company will fix a hist i as am price, beyond which they will not charge, under any state of things. This, to sensible people, who have no par-xiitm i biimQ) ttttt tie tousiuered' a fair proposition. Aa to the city suspending the privilege of purchase at present, when heM at pri 1 i li. when the gas-works are a great deal higher than they can be bought for some years hence it requires no argument in ita support to any one that baa the Interests of the ety at heart.

It ts more than a quest! en whether they ibould ever be bought by the city at all, to run as a political machine; box it is certain that now Is. not the time, in airy event, to consider the question of pur- chase. If the company will make light cheaper than any other-dttea furnish It, In cluding cities that own gas-works, can we do better than accept the proposition We believe the great mass of our people will say that it la a fair business offer, that should be received by the Council in the same spirit. To talk of buying" the works now, at a cost of mOllens of dollars, to add to imr alraadv immense debt, is sheer craxi- ness. We trust the Council, laying aside any private or personal fceliag engendered by vexatious control aii ia the past, will now give an earnest of their regard for the 1.
