This time the subject is profanity. who heads the Coalition for Better Television has iried blackouts, turnoffs and boycotts in the past with scant effect on network or viewer program selections. More often than not, the shows Wildmon fingers as objectionable also happen to be near the top of the Nielsen ratings chart In public popularity. His profanity made between Sept 11 and.Dec. 3 last is no different.

He found the highest incidents, of profanity among Jhe most popular of the prime time, soap operas and cops'n'robbers shows. The worst garbage-mouth on the air, according to Wildmon, is NBC's soaper, "The Yellow Rose." But "Dallas," "Dynasty," "Magnum," "Hill Street Blues" and "Simon and Simon" also are among his top 10 for trashy talking. Also included in his dirty 10 were movies on CBS and ABC. And that brings up another point. Networks tend to be more permissive on the language allowed in movies they broadcast than in the shows made for TV.

Wildmon reported the incidence of profanity has increased 140 percent since a comparable study in 1982. vJ-: Wildmon said his study of, electronic cussing covered 1,294 hours on the' three commercial networks. During that time, his monitors discovered profane, expressions, according to his report; But, and this is a big but: All but 70 of those 2,188 were the use of three words that the networks allow in their shows hell, damn and God (as an expletive). The network censors ration the number of "hells" and "damns" that can be used in a show, and they routinely approve "Oh my God" as the ultimate expression of horror or revulsion in shows. Monitors Discovered Wildmon's monitors discovered 868 "hells," 827 "damns" and '423 "Gods" in their 1,294 hours of view-ng- i The1 'other 70 instances were stronger words; but Used far less frequently.

monitors found 24 instances of 19 of that synonym for persons of dubious genealogy; and 10 SOBs in long form. As for the ultimate Anglo-Saxon-ism, Wildmon reported one instance where it was used as an adjective on NBC, and three more instances on ABC where it was used as a verb but censored from, the soundtrack. Apparently, Wildmon had a lip reader among his monitors. Other than a monumental exer cise in watching and ciphering, Wildmon's report also contains a list, along with names of company officials and their addresses, of what he deduced to be the 10 adver tisers who most sponsor programs containing profanity. Golly.

Want $1 Billion The 1988 summer Olympics is scheduled for Seoul, Korea, and the Koreans already have declared they want $1 billion for the U.S. television rights more than quadruple the $225 million ABC is paying for next summer's Los Angeles Olympics. Unless the Koreans come down on their price or an American network can devise a way to drastically raise its ad rates, no single broadcast entity can afford to cover the Seoul Olympics. And with a 13-hour time difference between Seoul and New York, there's a good possibility no U.S. network would be interested in paying anywhere near $1 billion for a mountain of delayed videotapes.

Because of the $225 million tab on the Los Angeles games next summer, ABC is planning 187 Vi hours of broadcast coverage to create enough commercial (revenue) breaks to make the effort while. There is a limit to how much Olympics coverage viewers can absorb, or. a network would want to offer. i The Koreans have suggested that several U.S. broadcast entities should pool their money to come up with the $1 billion.

But as Seth Abraham, the sports chief for Home Box Office, which has one of the fattest checkbooks, succinctly put it: "It wouldn't do any good for a pay service to cover kayaking while a commercial network was doing a gold medal basketball game. That's not our role." So Arledge's dire prediction may' come true and the era of see-it-now-for-free coverage of the -Olympics may end four years hence in the snows of Alberta. Crudely Speaking The Rev. Donald Wildmon, the Tupelo, United Methodist; preacher who has been at war with the networks these many years, has if heart, Chris Duffy says his WPDS, Channel 59, will commence pro-' framing at 7 p.m. Wednesday, Feb, "Remember, I said way last year 1 would be on the air by New Year's Eve," Duffy said.

"Well, Feb. 1 is the vjeve before the Chinese New Year." He continued, "And you' can take it for whatever it's worth, but it 1 will be the Chinese Year of the Rat. We considered sending out rats to people as a promotion, but they might misunderstand." Duffy has been struggling since last fall to get the new UHF inde- pendent station on the air, but it still isn't operational. But with, the relatively tepid weather this week, he said the final link-up between transmitter and tower is now only a few hours from completion. "We'll be transmitting a test pat-tern starting this weekend," he said.

i He originally had targeted New Year's Eve as his launch date, but the abnormally cold December weather forced delays in the erection of his tower in the 2300 block of Westlane Rd. (West 'I 71st Street exteVtded). After the tower was in place on Jan. 8, Duffy announced a Jan. 20 startup for his station, but icy condi- I tions and then extreme cold forced fhim to miss that date.

He' said his switchboard logged 300 calls last Friday from potential viewers who had looked in vain for his signal. "We've averaged 150 calls a day since then," he added. The Channel 59 project was an-i nounced last March 17. Anacomp Corp. had purchased a majority in- terest in the license from Mel and Herb Simon, who originally had ac- quired it with the intention of using it for an over-the-air subscription TV service.

As the ownership now stands, Anacomp holds 60 percent of the stock, the Simons have 10 percent each, and a group of investors holds the remaining 20 percent. The station plans to broadcast a lheavy diet of movies and off-net- 'l work reruns, with other things add- fed. Duffy said, "I was encouraged by the November ratings book here that showed WGN, Channel Chi- in our market for the first time A station has to get at least 2 percent to be in the book. That's a 1 good indication there's a strong in- terest here in independent broad-; casting." WGN is seen in the Indianapolis area cable.
