Saylor had been accused of trying to call another person from the Lancaster County Jail to solicit the murders of David Timm and Jeff Menard, two acquaintances who are potential witnesses in Saylor's pending murder triaL His attempt to reach the other person failed, according to court documents. "I think it's fair to say that the law in this area as it applies to this case and the evidence did both have a bearing on the decision," said Lancaster County Attorney Michael Heavican of the decision not to file additional charges.
