SHULL Monday evening, a switch will be thrown on the Indiana University campus and WTIU, Channel 30, will go on the air, the state's second educational television station. (The first one was at Vincennes University).

The presence of Channel 30 on the air will have scant effect on Indianapolis. With luck, the signal from its 653-foot tower may reach to the southern environs of the state capitol, but it by no means will serve Indianapolis and it wasn't intended to. As a matter of state pride, the presence of the state capital, but it by no means will Indiana ahead of Mississippi and West Virginia. And the presence of WTIU in Bloom-ington will put that city on a par with such pioneering cultural TV centers as Fargo, N. and Pago Pago, Samoa.

Unfortunately, Indianapolis continues to be the largest city in the United States without benefit of ETV. So far, there's been a scarcity of volunteers, with the ability and contacts to get the job done, willing to accept the chairmanship of such a fund-raising effort. Traditionally, business and civic leaders who hustle contributions for causes from their friends manage to get the money, but frequently they lose their friends in the process. THE PROXIMITY HELPS Meanwhile, the presence of WTIU, Channel 30, on the air starting Monday may be a healthy thing for the Channel 20 project It's proximity will give those who care enough to drive south to good reception a chance to sample what is being missed here by the absence of ETV.

WTIU will start with a rather modest programming schedule evenings only, Sunday through Friday. About one-third of its programming will be in color. In addition to the available filmed programming, it will have eight hours of live material weekly off the National Education Television (NET) network, and on Sundays, the two-hour live Public Broadcast Lab show, a Ford Foundation project WTIU plans to develop a news department of its own staffed with student broadcasters, but that, will take time. It will start with students reading news reports before the camera. Filmed reports will be tougher.

Black-and-white film can be processed on campus, but color film will have to be shipped to Indianapolis for processing, then returned, a system which doesn't particularly lend itself to breathless, late-breaking bulletin-style films. The evening programming on WTIU is about what you might expect if Channel 20 here became a reality. In the early evening, it will have three chiidren's entertainment programs with an IQ. There'll also be programs geared to minority tastes, specific things such as Julia Child, "The French Chef," and lessons in folk guitar. Cultural items longhair arts will be a major segment of programming, the stuff which to lure the masses away from "Gilligan's Island" on commercial channels.

And there are the public affairs shows, which tend to look hard at the American scene and what's going on. TELEVISION AND RADIO HIGHLIGHTS SATURDAY TV PROGRAMS Htm C) OHf 3 Yesterday, Donley Feddersen, chairman of IU's Radio-Television Department, held a press luncheon in one of the university's TV studios which WTIU will call home. It was a time for showing off equipment and giving an outline of what the new station hopes to achieve. THE CAMPUS HELPED Obviously, WTIU has had an easier time being born than the proposed Channel 20 ETV station in Indianapolis because of its university connection. IU's broadcast training facilities, radio-TV department faculty and student manpower all are big pluses in making the station a reality.

The proposed Channel 20 project here isn't too well endowed in any of those departments. But the big single over-riding factor which puts WTIU ahead of the Indianapolis effort is money. The perennial cry of any ETV station anywhere is "Send money." Someone has -to pay the bills for commercial-free TV and it's generally accepted it should be the ones who benefit most the viewers. In the case of WTIU, because of its university connec- iion, experts in money-getting were at hand. "We are heavily indebted to the largess of foundations, grants and such sources for getting on the air," Feddersen said.

And ne'er truer words were spoken. 2 Not just anyone can hold his hand out and acquire funds. The ability to plumb foundations and government agencies for grants has become a fine art in our society, and IU has i experts in the field. The Channel 20 project here is suffering at the moment for want of this knack. 4 Mayor Lugar now is rounding up a task force in hope of somehow raising $128,000 by March 15 so Indianapolis can take advantage of a $195,000 grant from the U.S.
