He isn't saying he will stay in there until the bitter end. He isn't saying he won't get out if there is an alternative." The sources close to Kennedy, said the senator believes that if. he hadn't stayed in the race this long, there would be no fight brewing over the rules and little if any hope of finding an alternative to Carter. Kennedy entered the race last year at the urging of many of his fellow legislators who feared that Carter could not be re-elected and would hurt their own chances of re-election.

Then, when Kennedy's campaign faltered and Carter shot up in the polls, many of those people abandoned Kennedy or sat on their hands. Now, at least some of those same people are the ones telling Kennedy to get out of the race and make way for somebody else. "You can imagine what his reaction to that type of attitude is," a Kennedy aid said. "He is not outwardly angry but he isn't amused either." The Kennedy strategy now, as outlined by aids, is to win the rules fight Monday, to make a dramatic appearance and an effective speech before the convention Tuesday during the platform fight, and to try to prevent a Carter first-ballot victory Wednesday. Aids say it is possible Kennedy will lose strength if the loyalty rule is defeated and other candidates jump in.

But they say they believe he will pick up strength when it becomes clear that no other candidate could unite the anti-Carter forces. There is great irony in all of the maneuvering. In one sense, Carter himself must be rooting for Kennedy to stay in the race. Since the end of the primary season in June, Carter campaign officials say, the prospect of Kennedy's dropping out and joining a stop-Carter movement has been a major concern. They wanted Kennedy to drop out and admit defeat in March after the Illinois primary, and in June after the primaries ended.

Now, as long as he is the opposition, they believe they can win the rules fight and renominate the president. But some Democratic politicians also say Kennedy might be better off if Carter is the nominee and loses in November. That would make Kennedy the unofficial leader of the party and help pave the way for him to win the nomination in 1984. Thus, in the topsy-turvy world of Democratic politics it is possible to imagine Jimmy Carter rooting for Ted Kennedy to stay in this race, and Ted Kennedy secretly hoping that Jimmy Carter is the nominee. i IttO, Btlllmort Swi WASHINGTON Sen.

Edward Kennedy has chosen Rep. Barbara' Mikulski of Maryland to give the speech nominating him for the presi-' i dency at the Democratic National' Convention. Kennedy, who is an underdog to President Carter in the struggle for -the party's presidential nomination, telephoned Ms. Mikulski yesterday to ask her to deliver the speech, and' she immediately accepted. George McGovern of South Dakota will serve as his chief advo-cate Monday during the debate on. the proposed rule binding delegates to vote for whom they are pledged. Sources in the Senate said yesterday some of his Democratic colleagues 'Jso have talked to Kennedy about dropping out. 'Z Sources close to Kennedy say that indeed he is getting the message, but "that he is not likely to respond to it at least not before the rules fight Monday night. Those sources say Kennedy does not agree with the contention that his withdrawal would enhance the chances of defeating the loyalty rule.

But at the same time those sources say Kennedy is well aware that if the Sen. Jackson Sen. Muskie convention is opened, he could be quickly bypassed when others declared their candidacies. Among those who are seen as possible alternatives are Secretary of State Edmund Muskie, Vice President Walter Mondale and Sen. Henry Jackson.

Last night on his way to Los Angeles, Muskie, in a conversation with reporters aboard his plane, refused to make a Sherman-like declaration that he would reject the presidential nomination. But he said: "I have no interest in pursuing that course." Muskie said he wanted his name removed from the current political situation.
