B2 THE PRESS DEMOCRAT, FRIDAY, APRIL 1 1 896 Lawyer Mend aids Carrafa defense men said Shafer was popular with fellow airmen during his three-year tour of duty. He also served at Mather Air Force Base in Sacramento. Shafer was a graduate of California State University, Sacramento, with a degree in mechanical engineering. He enjoyed playing golf and other outdoor activities. He was a nine-year veteran of the Air Force and had a lifelong interest in flying and aircraft.

His assignments had included flying first lady Hillary Clinton during her recent visit to Greece and Turkey. Family members said he flew for numerous other dignitaries, and also piloted airlift missions from Travis, including carrying troops to Bosnia last fall. delegation of American business executives that crashed into a Croatian mountainside. The service in the Chapel Center at Travis Air Force Base in Fairfield begins at 1 p.m. and will be followed by a reception at the officer's club for friends and family members.

Shafer, a native of Newport Beach, was assigned to the 20th' Airlift Squadron at Travis until November when he was transferred to Germany to fly military planes for dignitaries visiting Europe. He was 33. His parents, Phillip and Sara Dawn Shafer, and sister, Susan Haydon, are residents of Rohnert Park. He also is survived by his wife, Kathleen, and two nieces. Travis Air Force Base spokes assist the defense, but made it clear neither the county nor the Public Defender's Office is going to pay him "a dime." Weiss said if Glass is to be paid it will be through a financial arrangement with "Joan and her acquaintances." The public defender's office was appointed to represent Carrafa, the mother of three boys, from the start because she claimed she was indigent.

Deputy District Attorney Jill Ravitch contends Carrafa and Crouch, who may have been living with Carrafa at her home in Glen Ellen prior to the slaying, planned to kill the guard to facilitate the robbery. Weiss contends murder was not part of the plan and that the killing occurred when something when awry with the holdup. If Crouch's criminal background becomes an issue at the trial, Weiss said he is prepared to call at least three of Crouch's former partners in crime to testify that Crouch in staging robberies always made sure nobody got hurt, including his victims. Carrafa is charged with first-degree murder with special circumstances in the March 28, 1995, slaying of Loomis guard Rick Price during a robbery outside the Bank of America in downtown Sonoma. Carrafa, the wife of a state prison inmate, is accused of staging the robbery with William Filmore Crouch, a 64-year-old career criminal who shot and killed Price and who was in turn shot and killed by Price's partner, Leslie Clark.

Police say Carrafa was wearing a disguise, ran off when the shooting started and was arrested about a half-hour later several blocks away. Weiss said Glass represented Carrafa about 17 years ago when she was arrested for trying to smuggle a hacksaw into a Bay Area county jail. It is her lone conviction, for which she got a year in jail and probation. He said Glass entry into the case at this late date will not delay the start of the trial. Gallagher, saying Carrafa has a right to a lawyer of her choice, said he was permitting Glass to FUNERAL NOTICES Betty McShea Betty McShea, a teacher who rose to dean of girls at Santa Rosa Junior High School before retiring, died Monday at her Santa Rosa home of cancer.

POLICE AMP Woman faces murder charge By BONY SALUDES SUIT Writer Joan Carrafa's old family friend and lawyer was allowed by the court to join the 36-year-old murder defendant's defense team on the eve of her trial on Thursday. Carrafa, charged with murder in last year's bungled armored car robbery in Sonoma, has been trying for months to have William Glass, a Contra Costa County lawyer, represent her. Superior Court Judge John Gallagher agreed to allow Glass, who represented Carrafa on a criminal charge 17 years ago, to assist Deputy Public Defender Steven Weiss with Carrafa's defense at no expense to the county. "He's a very competent lawyer, cares a great deal for Mrs.

Carrafa and he's going to do a fine job," Weiss said afterward. Glass was not in court, but is expected to make his first appearance when jury selection begins on Monday. Riggs Continued from Page Bl insurance program that pays most medical bills for senior citizens. The tax figure is an average calculated against proposals pend-, ing in Congress. Riggs and other House Republicans say their spending plan cuts only the rate of growth in the Medicare program and insist that new efficiencies will prevent benefit reductions, but critics say the cuts are too deep and that seniors are likely to see services cut.

"The ads are essentially lies," Riggs spokesman Beau Phillips said. "They have no basis in truth. These aren't even distortions. They go over the line." Phillips said the votes are accurately cited in the ad, but argued they can't be labeled as cuts. He said federal spending on Medicare would increase under the GOP budget plan, though it would not keep up with the pace envisioned by the final budget adopted by Democrats, who lost control of Congress in the 1994 election.

Rothschild denied the ads attacking Riggs and other House Republicans are partisan, citing a past campaign against Democrats who opposed the Clinton adminis- tration health care plan. "We do it to whoever is in power," he said. About $8,000 was spent on TV time for the ad, he said. COURTS More bad checks Counterfeit travelers' checks are cropping up at more Wine Country businesses, said Sonoma police Chief John Gur-ney. Sonoma police officials had warned merchants this week about counterfeit travelers' checks after a Sonoma dress shop owner learned she had accepted a fake $100 Citicorp check. Gurney said a drug store and a florist also discovered earlier this week they had accepted the checks.

All Sonoma merchants have been given fliers from the police department warning about the bogus travelers' checks, which are quite authentic looking, officials said. Calistoga police also report a fake Citicorp travelers' check was passed in that town about two weeks ago, said a Calistoga police officer. Winery fire probed SONOMA The investigation into who started the fire at Sebastiani Vineyards is concentrating on youths and disgruntled or former employees, said Chief John Gurney on Thursday. "We're focusing our attention on those two areas," Gurney said. The motive for Sunday morning's arson fire at the huge winery remains unclear, said Gurney.

"We're looking for that one piece of information that would be a break in the case for us," Gurney said. The fire burned a trailer where winemakers kept their records. The arsonist also ransacked two other small office buildings and broke windows in offices and cars. Officials aren't saying how the fire was started, but Sonoma Fire Marshal Steve Marler said it was started inside the trailer and not near anything that would account for an accidental fire. Trial set in SR attacks A trial has been set in July for a 30-year-old Santa Rosa man accused of breaking into two west Santa Rosa homes and sexually assaulting a 12-year-old girl and a 74-year-old woman in separate incidents in February. Marcellus Harper III pleaded not guilty to a multitude of felonies, including burglary and sex assaults, in Superior Court on Thursday and had his trial set for July 26.

He was arrested on Feb. 11 when the 12-year-old girl and her family subdued him by hitting him on the head with kitchen pans. The elderly woman was attacked in her nearby mobile home on Feb. 5. Meanwhile, a preliminary hearing was set in Municipal Court on May 2 for Harper on two charges of digital penetration involving the 12-year-old girl.

Petaluma explosives Walter Wayne Pietila, who was arrested at his farmhouse in rural Petaluma in January, on Thursday was ordered to stand trial on felony charges of possessing destructive devices and weapons by an ex-felon. Municipal Court Judge Mark Tansil ordered a trial for the 43-year-old defendant at the conclusion of a preliminary hearing, during which sheriff's deputies said they found the devices in a search of Pietila's Gossage Avenue home on Jan. 8. Pietila, who is in custody, was ordered to appear in Superior Court on April 25 for setting of a trial. Sheriff's officers said they found the explosives, including a pipe bomb and two glass jar shrapnel bombs made of black powder, matchsticks and BBs in a barn and in the basement of the rented house.

Hearings scheduled for next Thursday will determine if they will be prosecuted as adults. Schwind said neither of the girls participated in the attack on Ozier, but neither did anything to stop it either. It was Murphy, who twice left the safety of the bathroom during the most violent part of the attack, who saw Ozier convulsing and later saw Munoz stab him, Schwind said. Both girls then helped Munoz push and drag Ozier's body to a wooded area a few hundred yards away, The girls cleaned up blood from the apartment, though stains were visible when police searched 10 days later, and disposed of a broken knife used in the stabbing, Ozier's cap and a flannel shirt while Christmas shopping in Sacramento, Schwind said. Murphy may testify today, when the preliminary hearing is expected to conclude..
