KUCV raised $16,000 in a membership drive that ended last week and earlier got more than $100,000 for equipment.

Rasmussen said a 7 percent salary increase was approved for all state employees by the 1979 Legislature, but he learned of the commission's oversight only last week in a legislative budget hearing to consider this year's increases. The commission misinterpreted the Legislature's provision for salary increases, he said. "We seem to be the only agency in the state that didn't give salary increases everyone else got," Rasmussen said.

"In my opinion, we should now make an effort to correct this error." Nor did the commission exercise its authority to grant 3 percent merit increases as the Legislature intended, he said, explaining that such increases were given to about seven of approximately 50 employees who would qualify.
